HISD BOARD MEETING 7/19/2012
Grier & Alicia Thomas tout HISD's effort to keep .5 Health credit in the scaled
back core diploma requirements; HISD has exceeded the state minimum
of 22 by requiring 24; 86% of HISD graduates have earned Recommended
Diploma (remainder of video segment is a tribute to Alicia Thomas)
FYI: Special ed. students taking the modified STAAR or alternate STAAR
must graduate on minimum core diploma

Transparency? You betcha, as long as key documents go missing
The firm Paula Harris' good friend and Italian Riveria travel partner Nicole
West owns (BTW: Receipts for the West/Harris Italy extravaganza have
never been produced by the dear Ms. Harris) is one of the firms for
which HISD has incomplete files. (Harris' trip with West took place
during the mandatory silent period with vendors.)

Paula needn't worry about her friend's company Westco Ventures. Her
fellow trustees were set to renew Westco's contract last night.

Null-Lairson, the firm charged with providing HISD with its second procurement
audit after the objectivity of the Great City Schools, a Grier-friendly organization
was questioned, has ready changed its name to Whitley Penn.

Read Mike Cronin's report and, remember, Larry Marshall believes that HISD
already has effective policies governing relationships between trustees
and vendors

Grier recommends to board: Follow state minimum graduation requirements
(22) for core program, returning Science requirement to 2 credits, Math to
3 credits with Algebra 1 and Geometry required, and eliminating
Economics and Language Other than English requirements.

Just a question: With the economy in a slow stall and the growing discrepancy
between the 1% and the 99%, does it make sense to eliminate the .5 Economics
requirement for students who will probably end up in the lower end of the 99%?

Agenda for HISD Board meeting, July 19, 5 p.m.
Agenda Review for HISD Board meeting, July 19, 5 p.m.
Curious item on agenda as it pertains to houstonisdwatch's readers
and bloggers. Note information is in closed session discussion:
Legal Matters
a) Matters on which the district's attorney's duty to the district under
the Code of Professional Responsibility clearly conflicts with the
Texas Open Meetings Law.

It is useful to remember this finding, which may be part of the
district's desire to without information from the public, made
by Texas Assistant Attorney General Michelle R. Garza who
ruled HISD must release records requested about Christin
Winn.  You refers to HISD legal counsel:
"You contend some of the information which relates to teacher reprimands
is protected bycommon-law privacy. However, this office has found information
perlaining to the work conduct and job performance of public employees is subject
to a iegitimate public interest, and, therefore, generally not protected from disclosure
under common-law privacy" (requestor was houstonisdwatch).

HISD has no right to inflict incompetent, divisive, unprepared principals on
its schools and communities. Hiding behind obscure interpretations of the
Texas Education Code will not suffice.

Waiting to compare first day rosters at Elrod from 2011-12 and 2012-13
Although there are rumors that many teachers have left Elrod, there
is nothing that can be verified looking at teacher vacancies. There will be
when school starts.

From Elrod's Exodus:
Why did so many teachers leave Elrod? Why did so much talent abandon ship? You had TFA teachers,
Out of State teachers, Extremely Effective Cheerleading Types-gone. Yes, they danced to the beat of a
different drummer-but it was effective. Kids were reading and learning. They brought life to the school-
which was missing. When they saw a teacher looking down-they high fived them or gave them a hug.
The teachers were well liked and motivated. It was hurtful to see one of them in tears saying-this is not
what I envisioned education to be. It is so hard to reach the kids when you have the adults treating you
like trash. They really were in over their heads because they believed in the fundamentals of education-
helping kids. They had no clue how cut-throat the administration could be. Elrod is really sadden to see
these girls go. They were the glue. They did extremely well-being they had absolutely no guidance nor
support whatsoever. The principal called them in her office at least once a week just so that the entire
staff could pass by the office and look in at them. They were really there for the kids. I wish someone
would look into this. These teachers were too ambitious and that is a no no in this climate. We want
them back. Someone please help us.

In praise of the departed Dallas Dance:
Some miss Dr. Dance
Was DALLAS DANCE. That board is so blinded by greed and power. They let a hardworker go. He should
have been the superintendent. GET on your knees and beg him back. That was your superman.

Diane Ravitch's blog:
Since we cannot link websites I would like to suggest folks here google Diane Ravitch and subscribe
to her blog. You will get an idea of where this mentality is coming from. Her latest blog on Stand For
Children also gives you the information you want but are not told. "Stand has pushed the corporate
reforms--anti-public school, anti-teacher, anti-union--in several states, notably in Illinois (where they
wrote a new law that was supposed to make it impossible for Chicago teachers to strike by setting a
threshold of 75% approval--but CTU got a 90% approval vote), and in Massachusetts (where they threatened
a ballot referendum to achieve their goals with a heavily-funded PR campaign (the union capitulated to
avoid the punitive language that would have been on the ballot, as well as the costs of fighting it)." Where
is the Union here? What is happening in HISD is spreading throughout the country. This also means voting
in the next election and get ready to vote in school board which will truly care about students, not crony
contracts and their own self serving agenda.

HISD TEACHING VACANCIES DON'T BUDGE FROM LAST WEEKS 380 POSTED POSITIONS

TEAM HISD IS HIRING!
Yesterday's banner headline for HISD News Today
HISD currently has hundreds of openings for motivated teachers who are invested in making an impact
on student achievement. Candidates who submit an application by July 31 will be eligible to start teaching
in the fall.

While vacancies caused by voluntary resignations and retirements exist in all areas, the highest need for
teachers exists in critical shortage areas, including bilingual (Spanish), Spanish, secondary math, secondary
science, and special education areas such as Autism, Life skills, Preschool Program for Children with
Disabilities, DeafEd, and Behavior Support.

Subject: Reorganizing the Office of Academic Services

Board Members –

As we have recently discussed, I am moving forward with reorganizing the Office of Academic
Services by dividing the Deputy Chief Academic Officer’s responsibilities into two separate
and distinct positions:  a Chief School Support Officer and a Chief Academic Officer

The Chief School Support Officer will lead the school offices and the school support departments—
with our Chief High School, Chief Middle School, and three Chief Elementary School Officers
reporting to the Chief School Support Officer.

I would like to announce the assignment of Mark Smith as the new Chief School Support Officer.
Mark has worked in HISD for 26 years as a teacher, elementary and middle school principal, and
currently as Academic Services Officer.  Mark will begin his new duties on Monday, July 23, 2012.
Dr. Alicia Thomas has offered to remain with the district through August 2012 as we complete this
important  transition.

The Chief Academic Officer will lead Curriculum and Instruction, as well as the special populations
departments (Special Education, Multilingual Programs, and Gifted and Talented Programs) and
College and Career Readiness.  I am still interviewing candidates for this position.

I am confident that this new structure will allow us to focus on the needs of the schools along with
providing quality curriculum, instruction and academic programs.   I will provide you additional
information soon as to the specific responsibilities for the Chief School Support Officer and the
Chief Academic Officer in the coming weeks.  –Terry Grier

Mark Smith will no longer be a chameleon at the palace
Mark A. Smith is a survivor. He is one of the central office holdouts from the Abe Saavedra
administration and, slowly, he has worked his way up the chain of command, this time having a
a new position and salary increase created just for him. Maybe now he will finally get his own bio
page on houstonisd.org.
He offered a witless solution to principals complaining about Statements of Residency:
(Statement of Residence—Statements of Residence are bankrupting some schools
while overcrowding other schools.)
Response: Mark Smith requested that principals contact Student Transfer Department
Manager Raphael Reyes regarding investigating questionable statements of residence.
90% of the time, Mr. Reyes will tell the principal to take the students or students in question.

Alicia Thomas made a positive impact in HISD in her brief tenure. Perhaps Mr. Smith is
prepared to roll up his sleeves, listen to teachers and principals, and desist from using
the top-down, ineffective management strategies Grier adheres to.

With Mr. Smith, one thing is for certain: He won't rock any boats, take any controversial
positions, or blaze any new trails. He never has.

Confusing bond choices for voters may help sink HISD's wasteful & extravagant
bond
Three major bond proposals greet voters in 2012 - Mayor Parker's, Grier's, HCC's - and the
confusion over them, and widely different price tags, could sink all three.

houstonisdwatch has not yet laid out a strong case linking Grier's $1.9 billion bond
proposal to his politics above children, paybacks to the Greater Houston Partnership
(the primary reason he is here is to appease them), and rewards to the five enablers
on the HISD board who give him everything he wants.

If you think HCCS deserves to have its bond proposal passed, read reports
from Inside HCCS.

As we near the November election, that case will be made in detail over and over again.
Disagree with Grier's climate of paranoia and mistrust? Disagree with Larry Marshall's
continuuing ties with vendors? Repulsed by Paula Harris' deaf ear over naming of
schools and appointment of principals?

Then you must vote no on the bond.

No one opposing the bond discounts the condition of some of HISD's facilities. No one
who opposes the bond wants our children to go to schools with leaky or non-functiioning
AC, backed up sewers, and unsafe building configurations.

But if you think giving Grier and his five enablers this bond and that this bond will
solve all of our kids' facilities' problems, you are sorely mistaken.

Sure, the bond proposal was written to entrap and entice, much like a spikder
weaves a web to ensare.  Bellaire would get a new building. Does Bellaire
really need a new building when the new science addition (more about that
later) is just being finished? Do Bellaire students and alums really want
to move their campus out of the city of Bellaire to the land across from
Sam's on Rice Blvd.?

houstonisdwatch has not yet gotten a copy of the RMP master plan from Parsons,
but there are leaks that Grier will use the bond as a means of implementing the
recommendations from the Magnet School of America's report.

See, what Grier isn't telling you and what Harris and Marshall won't tell you for
fear of losing lucrative contracts for their friends is this: There is a rezoning
proposal with the bond.

Ericka Mellon probably knows about this proposal. Remember, her editors call
the shots, and they are in bed with the Greater Houston Partnership and Grier.

Rezoning will set off a firestorm. The bond backers, and the Democratic
politicians who have lined up to grease their pockets from the bond, know
this, too.

(Although accused of unabashed promotion of the Democratic Party,
houstonisdwatch is independent).

Sound far-fetched and crazy? Perhaps, but these tips are coming from some
very well-heeled, well-informed sources.

Chris Moran and Ericka Mellon of the Houston Chronicle write today:
"Multiple bond measures could confuse voters"

HISD Board President Mike Lunceford is concerned about what's happening at Elrod.
houstonisdwatch also wrote to him, and Mike responded immediately.

houstonisdwatch appeals directly to Sam Sarabia to take action on Bellard at Elrod:
Hello, Mr Sarabia:

I am writing to you as the editor of houstonisdwatch. Many bloggers have posted comments about
Linda Bellard's leadership - all negative. Disrespecting teachers, calling out teachers in front of
peers, embarrassing parents - all of these accusations have been made.

The anger directed at Ms. Bellard is growing and festering. The parents I have heard from
feel very alienated from HISD. I suppose that's why they are turning to houstonisdwatch to
express their frustrations.

I have pending open records request concerning Ms. Bellard's leadership. I am prepared
to ask for more records.

You have the power and authority to fix this situation. And, being a veteran of HISD as I am,
you remember when the values of respect and human decency were expected from HISD's
leadership.

Thank you for your consideration.

Regarding Open Records Requests:
houstonisdwatch is working with the individuals in the Public Information Office
who actually gather the information. A deadline has been set for early next week.
If information is not available or if it is fragmentary and highly edited, houstonisdwatch
will file a complaint with the Texas Attorney General. That complaint is in draft form
now.

Garden Oaks expansion is parent-driven
Re: the expansion of Garden Oaks to K-8 -- While I understand the need for scrutiny of every proposal
or action by the district leadership and the board, this particular proposal was driven by parent interest
and the desire for the expansion of the current PreK-6th grade Montessori program to extend it through
8th grade. GOES is an excellent school with strong faculty, strong leadership, and very strong parental
support. However, the facilities of the campus are in desperate need of repair/replacement/upgrade, and
I suspect that some of the money included in the proposal for the expansion includes addressing some of
the issues with the older buildings, lack of interior hallways/leaks in the walkway roofs, etc. In addition to
the facility issues, there is growing interest in the existing Montessori program and a strong desire for
extending through 8th grade -- but please keep in mind that at least with this particular part of the bond
proposal, this item is being driven by parent interest and not greed or mismanagement of district funds.

Witnessing how human resources treats prospective HISD teachers:
Just to give people an idea how HISD treats teaching candidates--a few years ago I was in Central Office,
taking care of paperwork. There was a young mom with a toddler in a stroller who was trying to get someone
to help her apply for a teaching job.

I saw her later in the parking lot, wheeling the toddler to her car. She was crying. I used to be a single mom and
my heart went out to her. I asked her to send me her resume and email, and I would put her in contact with others
I knew in the outlying districts. She realized at that point that she should refocus her energy outside HISD. She got
a job in one of those districts.

I can't say that things have gotten much better. I actually tried one day to talk to a Central Office person who had
so much gum in her mouth, I couldn't understand her and had to ask her to repeat herself.

I think everyone, before they vote on giving HISD all this money, should take a field trip over to Central Office to see
how they run things. As a friend of mine said, she wouldn't be surprised if most teaching candidates think to
themselves
"WTH?" and turn and walk out the door rather than applying.

HISD HAS 53 BILINGUAL VACANCIES; CHANCES ARE SLIM THESE POSITIONS
WILL BE FILLED BEFORE SCHOOL STARTS

houstonisdwatch's letter to Ann Best:

Dear Ms. Best:
We see that your school district has 74 vacancies for special needs populations,
53 of which are for bilingual teaching positons.

After you cut special education teachers, you now have 21 vacancies. In fact,
according to your own job advertisements, you have never been adequately
staffed to meet the needs to your special ed. population.

We know you know little about special education. You have had such limited
experience in the classroom before Harvin Moore decided you were some
type of genius and pushed for you to move up through the HISD hierarchy.
Really, Ms. Best, what do you have against special education students?

Twenty-one vacancies is unconscionable. You really need to be brought to
task on this issue.

You are doing even worse with your bilingual staffing. Why, Ms. Best, are
you handicapping HISD's neediest student populations by being too
spread out, focusing on teacher evaluation instead of job placement,
efforts that may keep you in good standing with the educrats you hobnob
with but puts kids in a terrible position?

You obviously have never really mastered putting effective teachers
in every classroom. In fact, you haven't mastered putting certified teachers
in every classroom.

You have become a Grier cliche - putting kids last as the standard way you
do business.

If special education population is shrinking and Grier claimed HISD has too
many special ed. teachers, why are there 21 special ed. teaching vacancies
in HISD? Another poor effort on the part of Ann Best and her boss Grier

Subject: Teacher vacancies

TEAM--
We have too many teacher vacancies--unless things have dramatically improved since last week. NO
school should have more than two vacancies and MOST should have none--we are getting close to mid-July.
We cannot train new teachers, unless we have hired new teachers.

I worry that we are not taking this seriously and will end up settling for lower quality teachers in the end--and/or
teachers with little or no summer training.

While this is an issue that ranges from HR to principal, I don't see anyone owning the solution to the problem.
A lot of talk, passing the buck, pointing fingers, but no ownership.

Today, and every Monday prior to the opening of school, I would like CSOs to conduct a 30 minute stand-up
(no sitting down, no laptops/cell phones, side-bar conversation) data sharing/problem solving meeting with
their SIOs--can be five (HS, MS, three ES) or three separate--(HS, MS, and ES) meetings.

A representative(s) from HR is to be at each meeting. SIOs need to give a school-by-school update regarding
vacancies and what is being done to fill each of them. ALL BUSINESS, fast moving, hard hitting, format.

I expect to be presented with a weekly summary report that is easy to read and shows progress..

I will meet privately with CSOs next week to discuss serious consequences of opening school with any
vacancies OR of filling vacancies with non-quality applicants.

Please call me should you have questions. --Terry

houstonisdwatch blogger roe insider writes that River Oaks Elementary to K-8 is
not a done deal:

Not completely sure that the K-8 at River Oaks is a done deal. I have heard several reports about the recent
meeting, and it was shocking and embarrassing (for proponents) how poorly thought out the (lack of) plan
was. They were supposed to talk about details about the middle school, and there yet there was no facilities
plan, no academic plan, no plan for admission, no plan for activities or extra-curriculars. Everything was
TBD. The only thing proposed was a vague idea for IB. Councilman Pennington scolded the HISD and proponents
of the plan for their lack of preparedness -- there had been no survey of parents to try and figure out how many
students might attend, for example. This would have taken 10 minutes of organization and no one had
bothered to take the time to do it.

The neighbors (Harvin's constituents) were nearly unified in their opposition. One neighbor stood up and said,
"I'm supposed to pay extra taxes so this small group of privileged people can have a 'choice'?" -- then he offered
to write a hefty check to the opponents of the bond measure. That was the moment when when you could see
the look of incredulity on Harvin's face and the faces of the HISD representatives.

I think the HISD folk had been told that the ROE community wanted this, and it was clear at the meeting that
there was no uniform desire for a K-8; that in fact it was opposed by many parents and definitely by the
community. This scheme had been cooked up by a small group of people, behind closed doors, and they
smugly sat on this plan rather than getting community buy-in (from parents and neighbors), assured that
they had the inside track to what they wanted. I'm pretty sure the HISD people went back to Grier and said,
"this will cause more trouble than it's worth" and that Harvin decided it wasn't worth it either. I just don't
see it resurrecting for a while as an idea after that disaster.

WHY BOND PUBLIC MEETINGS ARE AN EXERCISE IN FUTILITY
Harvin Moore claims HISD can't wait to finish the work from the 2007 bond
before launching into an expensive, tax-raising, redundant bond election in
November.

Rodriguez wants to "go out for a bond." Did you expect anything else from
him?

Larry Marshall has already scolded Mike Lunceford for daring to ask questions
about the bond. Paula Harris and Greg Meyers are Grier's most reliable yes
votes.

So there you have it. After the time-consuming public brouhaha, the HISD
trustees will vote to go forward with the bond proposal just as it is
written. On a 5-4 vote of course.

Two public meetings on $1.9 billion dollar bond proposal:
Tuesday, July 10:    8 a.m.  -  10 a.m.
Thursday, July 12:  4 pm. - 6 p.m.

Trustees question fairness of bond but with Grier's 5-4 majority will it matter?
from Texas Watchdog:
Still uncertain about how a consultant concluded that $1.9 billion worth of taxpayer money should
be spent on building and repairing dozens of Houston public schools, several trustees say they plan
to ask tough questions at two public meetings scheduled this week.

“We’ll be held responsible” if Houston Independent School District board members place a construction
bond referendum on the November ballot, said Trustee Rhonda Skillern-Jones.

“The only way to be informed is to make sure that HISD’s facilities are inspected by qualified people

quality of work completed,” Skillern-Jones said. “A staff and community survey doesn’t say what’s
needed from a technical standpoint, only a practical one.”

HISD'S BOND ENDEAVORS LEAVE A TRAIL OF UNFINISHED WORK
HISD trustees still appropriating funds for unfinished and yet to be started projects
from 2007 bond; Work on Pat Neff Elementary School, approved in the 2002 bond,
is in the final planning stages

HISD's press release claims $577 million in the new bond would be allocated to
"completely replace 8 high schools" including Furr, HSPVA, Lee, Madison,
Sharpstown, Sterling, Washington, and Yates.

Yet at the June 14, 2012 board meeting Leo Bobadilla, Chief Operating Officer, asked
the trustees to approve $250,000 more for Furr High School to correct "additional
circuits for wheelchair lift equipment, upgrades for the elevator system, and other
capital improvements."

What exactly are taxpayers being asked to fund for Furr? Additional upgrades or
a "complete rebuild?"

Leo Bobadilla does provide a small print disclaimer in the 2012 bond announcement.
"Some of the schools recommended for major construction work are among those
that had renovations under the 2007 bond program. In many of those cases, the
previously completed work will be incorporated into the new building design."

Are we to assume Furr is one of those cases?  If so, why is Furr being listed as a
school to be completely rebuilt?

In the bond announcement HISD includes four elementary schools slated to be
converted into K-8 campuses. These include Garden Oaks, Pilgrim Academy,
Wharton Dual Language, and the Mandarin Chinese Language Immersion Magnet
School at Gordon.

Note that River Oaks Elementary is not included. Insiders report to houstonisdwatch
that River Oaks will be converted to K-8. It's not listed to avoid political fallout.

Sterling High School, like Furr, is on the list to be completely rebuilt. Yet in the 2007
bond Sterling was approved for renovations. The trustees did not even authorize
contract negotiations for Sterling until April 9, 2009.

At the June 14, 2012 board meeting Leo Bobadilla asked for an addition $22,000
to fund "additional design services related to the mechanical and electrical
systems."

Again, the question arises: Rebuild or remodel?

Ten years after voters approved the 2002 bond, we would assume the work
authorized then would have been completed by now.  Based on Document F-14
apparently added at the last minute to the June 14, 2012 board agenda,
work on Neff has not yet begun.

"The Houston Independent School District 2002 bond election approved the
renovation of Pat Neff Elementary School. This project encompasses mechanical
system repairs, electrical upgrades, site imnprovements, and other related
capital improvements to the 87,463 sq. ft. one-story facility. This campus is
not scheduled to receive any renovations as part of the 2007 bond program...
To address these modifications, a budget allocation of $612,627 is requested..."

More projects left undone from 2007 bond:
Roland P. Harris Elementary School
William Holland Middle School

"Utilizing the HISD 2007 bond election funds previously allocated to McDade
Elementary School, the administration requests a reallocation of $3.15 million
for capital improvements at the schools noted below:"
Atherton Elementary School
Black Middle School
K. Smith Elementary School
Kashmere Gardens Elementary School
Key Middle School (Apollo)
Scarborough Elementary School

FEWER HOURS OF CLASSROOM INSTRUCTION LOST TO STANDARDIZED
TESTING? NOT WHEN COLLEGE BOARD TESTING IS INVOLVED
At the May 10, 2012, school board meeting the HISD trustees approved a
"Resolution Concerning High Stakes, Standardized Testing of Texas Public
School Students."

The resolution, although edited, passed.

At the June 14, 2012 meeting the board approved $645,660 for the College Board,
confirming its commitment to ReadiStep, Preliminary SAT/National Merit
Scholarship Qualifying Tests, and SAT assessments for the school year 2012-13
using the College Board Early Preparation Program...HISD will provide funding for
all enrolled eighth-grade students to take the ReadiStep Assessment and
FRESHMEN AND SOPHOMORES TO TAKE THE PSAT/NMSQT AND JUNIORS TO
TAKE THE SAT.

No one is arguing about the importance of this testing to HISD students. Once again,
however, HISD will take up instructional time with testing that has always been --
that is before the Grier administration -- administered on Saturdays.

How HISD will implement the goal of the resolution remains to be seen as Grier and
the trustees have decided to take away instructional time again for the purpose
of standardized testing.

The fight for American independence was based on trust, collaboration,
and outrage with tyranny. For teachers in HISD today, there is little trust, virtually no collaboration,
and the superintendent's tyranny is steadfast.

Lunceford takes Grier to task for failure to communicate
Unbelieveable....

Skip to 44.53 on this video. You will hear HISD Board President Mike Lunceford lambast the Grier
administration for failing to inform HISD trustees that Ryan Middle School was to be closed.
As a result of Grier's last minute ploy and the fact that no trustees were informed ahead of
time (although certainly Paula Harris knew and chose not to inform her colleagues), Lunceford
pulled the item.

In the discussion of what to do with Ryan that follows, no one mentions Apollo. The Apollo
designation with the extra tutoring and extended day helped some Ryan students. It did not,
however, attract students to the middle school. In fact, it played a role in running off students.

Harris makes one passing reference to Ryan's Apollo mistake, saying that the district tried
something "that didn't work." She refuses to mention that the "something tried" was
Apollo.

JESSE ALRED CALLS APOLLO "NOTHING BUD A PATRONAGE PROGRAM"
African-American veteran teachers victimized by program says Alred

"...African-American veteran teachers were the main victims of Apollo 20 displacements, terminations, forced
retirements and involuntary transfers. In effect, Apollo 20 stuffed the pockets and padded the resumes of
young, aspiring African-Americans from the community's upper-echelons at the expense of African-American
teachers. These administrators came to Houston, and typically stayed for one or two years before moving on
to higher ranking jobs in other cities, and if you are to judge by the test scores, the only improvement they
made was to their own resumes..."

BULLYING OF STAFF CAN LED TO ADULT SUICIDE JUST LIKE IT CAN WITH KIDS
From Elrod must read:
"...The 32-year-old's suicide shocked the tiny Ford Heights school district where she worked. In the days afterward,
tension grew amid conversations by co-workers about what had happened and questions from the Army veteran's
parents. The turmoil peaked during a crowded meeting in December, when some teachers and school board
members clashed.

The suicide note that Mary Thorson left centered on frustrations at the school, and her death spurred some of
her co-workers to speak out at the public meeting.

Teachers described an atmosphere of fear and intimidation in the two-school district, where little things
snowballed over time.

"We don't feel like we can speak out because we have been intimidated," teacher Rose Jimerson said at the
meeting. "We have signs all over the building about anti-bullying. … Our staff gets bullied..."

Grier recommends lowering graduation requirements for core diploma

Leave Comment:

Golfcrest's PTO needs to join in and do the same with its community as Elrod is. I think student boycotts would be fantastic news coverage. Media attention scares the crap out of admin.
There is a culture of bullying at the school. Yes it was created by entire admin team. We all know that there is stress but people should not be humiliated, yelled at, or cursed. The climate is like something you would see from the Bloods and the Crips. Just total disrespect toward staff members. The nurse was right you have to straighten out the top before you can fix the bottom. Apparently there is a pattern. The nurse is telling the truth. She has courage. Her name was probably trashed for speaking out-which is what happens with the principal. Teachers have gone to her about the problem and it has been totally ignored. Really sad situation. Please pray for the teachers, staff members. They struggle.
Three of my kids have gone to Golfcrest, and after many years of knowing how things work at the school, I can't believe that people complains about the way things are now. Before Ms Cisneros, kids were not even having fine arts classes anymore, and even if they had an art teacher, they used that time for test practice!! I see this principal talking to the students, calling them by their names, and they really like her. We just had a great 5 de mayo program this year like never before; those among other many things I see as an outsider. I can imagine teachers not liking her because she is not "the other guy". Thank goodness she is not! But instead of making your school look bad, you should roll your sleeves and get to work!! What is the matter with you????
The issues that we face are horrible. Our kids come home telling us that their teacher was called to the office and came back in tears is unacceptable. Kids saying teachers are screaming at teachers. Basically bullying is being taught and modeled.Too many tears at Elrod. Kids fighting. Other schools have sent out Stanford scores we haven't got the ones from the previous year let alone this year. No counselor at all. Crisis. Good teachers leaving. Many positions people just getting a check. Walking around dictators. Telling parents they not welcomed. Kids getting lost at dismissal. Fighting on streets. No after school stuff. Thing not equal and right.
A male principal. Do not send another female. I am so over women's rights. Please send a magic mike guy. Tired of neck rolling eyeball rolling jealousy. Drama Queen Elementary should be the name of the school.
It is amazing to me how many have commented on the culture of bullying by the administration at their school. So many of us at Lee wish we had figured it out sooner. Davila brought in a group of young, do-what-ever-she-says young men that terrorized Lee for two years. She added TFA ers that are now moving on to AP positions at other schools. None of their training will prepare them for a successful team HISD.I wonder if they will realize this as they move on in their lives. They need to apologize to a whole lot of people. For all you bloggers from other schools that have experienced the lies, cruelty, uncertainty, loss of confidence, horrible fear, we at Lee are behind you 100%. This is happeneding at too many schools to be coincidental.
Elrod has been getting a lot of support from other communities in many ways. Other schools need to band together. This is not how people should live. You all have to do better. Stand up TOGETHER. Organize. This climate will not change until you all make the change. HISD is trying to drive a wedge between teachers-TFA teachers verses regular teachers versus out of state. The parents at Elrod should be commended for saying-stop depriving our kids, stop treating teachers this way. I am an observer and notice that everyone is for themselves. The administration hopes for that. Do something to together. Right now Your hopeless because you deserve to be. Your inaction is what this district hopes for. It is working.
Teachers of all schools, start saving your money. We are preparing for August 27 to keep kids home. We have been afraid of deporting but not any more. If the conditions do not change we will not send our kids back. Fix the school. Stop the humiliating on teachers. Hire the good teachers back. Get good computers. Get the rats and roaches out. Get a basketball court or something-plant some flowers. Stop trying to control parents and put them in their place. We are preparing for the next board meeting. We will stand for all the Elrod teachers because they stood for us when it was hard. Now we got their back.
These teachers help us They show us how to get job and give us clothes and food. They show us how to make a good life in this country they show us how to read and write to our child. They help us get hospital we help them Elrod teachers honor
Unfortunately you have only seen one side of Cisneros. There is a whole other evil side to that lady. There have been a couple good changes but not nearly enough to justify her behavior. And we have had art every year even with the old principal. Only one year did we not have music due to high enrollment. Ask your children how much of their time is wasted by unorganized testing and teaching to the test by his principal. I bet they say they have missed ancillary too due to test prep. Obviously too you haven't witnessed her yelling at students or not responding to parent complaints and concerns. You haven't seen that all her suggested methods of learning are outdated and vey boring for the students. Laminated worksheets, woo hoo! Cisneros doesn't care for all the students just certain ones. Give her a challenging student and see how she reacts. And the person you really see talking to the students and around the school solving problems is the ap, Mr. Martinez. I bet he knows m I'd take the old guy back any day. At least he never once put his hand 2 inches from a teacher's face and tell them to stop talking when they were calmly discussing issues.

The American Revolution was won by inexperienced farmers and shop workers. They lacked education and resources. You foolish teachers have education, resources, and connections. Stop being cowards, get together, and show this city you are worth something. The parents at Elrod have more heart than you teachers. One of these principals can come in and bitch slap one of your fellow teachers and you won't do a thing. I am really shocked at the older teachers cowering like scared abused cats. Apparently none of you ever marched for anything. The Elrod Parents are the true leaders.
@GR and Elrod parents. We are behind you. Many, many teachers are doing what they can without HISD knowing. I doubt Davila will last as SIO as she destroyed so many teachers with her fear tactics. I will guess these principals in other schools will move on. What teachers need to insist upon is the right to be part of the hiring process. What gives anyone but the teachers in their school the expertise to find out if the principal will be a good one. Cannot the teachers ask basic questions of someone interviewing for the position? At Lee, teachers were given no choice. We need to unite as one voice over the hiring of inmature APs and principals that have no expwereince or, who have bad reputations. What fool would hire Davila, Winn, and Cisneros if there is a loud enough voice? Grier wants to put them in other positions but maybe if we all yell loud enough, he will become afraid. The board certainly isn't listening.
The principal at Elrod is despicable. We went to the board and complained about school and another changes in uniforms. That evil woman put up a sign about the uniforms. She just wants to show us that she is the big cheese. Well why not put up a sign about give us a new school or help me. I am failing too. I can't get it together. Or maybe Two Schools Down. Stop the bullying already. Who needs a sign in all caps about the uniform. How about stop wasting time thinking about retarded stuff.
Can not believe that Cisneros is still at Golfcrest. That woman has done nothing but damage teacher's lives and careers, student's futures and the school reputation! She is a HORRIBLE person!!! and NOT very knowledgeable. Someone has to do something, please!!!
Cisneros will give anyone trying to leave Golfcrest a bad reference regardless if she does or doesn't like you. She will find something to bash you on. Watch out!!!
Same thing with Bellard. She will ruin your name. Really trashy to do that to people.
Ok...we get it Elrod and Golfcrest. Now is the time for YOU to put your actions in place and stop all this sniping. Until you go as a group to HISD and demand a meeting with your school board member or someone from the third floor, all you are doing is blowing hot air.

This blog needs some new topics. Let's talk about STAAR test results at the elementary level. We know there are no passing standards yet from the state but, schools do know their average raw scores. We need a list of those by school along with the district averages.
We already did that. Apparently reading is not your strongest are at your school.
I agree wholeheartedly with A History Teacher. Instead of fighting for yourselves and your co-workers, many teachers have tucked their tails between their legs and have cowered like scared little children.

This mess started about two years ago when Dr. Grier announced the first Apollo cuts. He told the public he wanted a quality teacher in every classroom and then proceeded to dismiss some of the most successful teachers on each Apollo campus. Co-workers may have been stunned, offended, or hurt, but very few, if any, spoke up on behalf of their exiled colleagues. At this point, the writing was on the wall.

Last school year (2010-2011), when this campaign of smearing veteran teachers continued, the remaining teachers' response was pretty much the same; disappointment, perhaps anger, relief that it wasn't them, but very little in the way of protest. The writing on the wall was even bolder.

This school year (2011-2012), as the final veteran teachers were picked off, many wondered aloud why no one was doing anything to correct this grievous injustice. Well, the answer was simple; the people who probably would have defended them were already gone. Game over. Mission accomplished.

Unfortunately, this foolishness has now spread to non-Apollo campuses, and one thing has become painfully clear: Dr. Grier and this board will do whatever they wish regardless of the best interests of the students, parents, teachers, and community. How else do you explain their continued support of Winn, Davila, Bellard, Cisneros, and others who have proven themselves to be utterly unprepared for the job at hand? How many good teachers' careers have been ruined or altered considerably? How many students have been deprived of dedicated instructors who might have played a life-changing role in their lives? We'll never know because Dr. Grier and Team HISD are convinced that they are the ONLY ones with any answers.

I am terribly impressed with the feistiness demonstrated by the parent group at Elrod Elementary. I hope it isn't a case of "too little, too late." I was hoping for such a response from the parents at Attucks Middle School when they announced the Apollo Program in the summer of 2010. Unfortunately, there wasn't an ounce of protest forthcoming. Today, two years later, the school has gone through two principals, four assistant principals, two SIO's, and lower test scores across the board. Oh, yes, I almost forgot that just about every teacher from that 2010 staff has now been replaced. From what I've read, other Apollo campuses are suffering/have suffered similar fates. By the way, Jeremy Beard was SIO at Attucks the first year of Apollo where he oversaw test scores drop in all five areas. His reward for this "success" was to be named principal of Kashmere HS early in 2012. Way to go, Jeremy!

For the last two years, I have written to everyone and anyone who might have some interest in what's been happening in HISD. I've written Dr. Grier, the school board as a whole, and Paula Harris in particular. I've written Ericka Mellon at the Chronicle and Margaret Downing at the Houston Press. I've written other local media (Channel 2, Channel 11, and Channel 13). I've written Rodney Ellis. The list goes on and on. For whatever reason, none have deemed the slow-but-steady dissolution of HISD as worthy of their attention. It is indeed a shame what is happening to HISD, but the general public's apathy speaks volumes about how much or how little we really value education.

Best wishes to the parents at Elrod. I tip my hat to you. I hope your courage proves to be contagious.

Thank you for allowing me to vent. It's a lot cheaper and every bit as effective as therapy.
I do not want to send my child back to Golfcrest with the current principal. I have trying magnet schools but they have huge lists of others too that want in. Help!!!
Opportunity should not be limited to just a certain group of people. Obstacles will not stand in our way. We have seen Hispanic teachers and black teachers hurt. We have many voices and that is something that HISD will not take away. Nothing can stand in the way of lots. We have sent our story to every newspaper and radio station including Telemundo. Do you all think Quanell x will help us? We not just standing up for Hispanics. We are standing up for everyone. Some of our members barely speak English. Some barely had schooling. But all is saying Si Se Puede. Our kids deserve the best principal school and teacher. No more trying to scare us.
Please do not put all teachers in the catagory of being afraid of there principal. If teachers would read up on educational law, they should know that a principal cannot fire a teacher. And yes, we as teachers need to ban together and rally our parents to get change in HISD. The parents have a louder voice than the teachers. Hats off to the parents of Elrod for rallying to get Bellard out. We need more parents to get together and get rid of sorry ineffective administrations. Also, city leaders and activist need to look into helping get rid of Grier and that sorry HISD board

THE HOPES OF LITTLE GIRLS and BOYS AT ELROD ARE THE SAME AS THE HOPES OF LITTLE GIRLS and BOYS AT WEST UNIVERSITY.

We want change!!!!

We know that roaches are not munching on kids at West U. We know that supplies are available at West U. We know that the principal is not terrorizing teachers on a regular. We know that the best principal was selected for West U. We know that the parents have a voice at West U. We know that the flooding is not near drowning the students at West U.

For those people that want us to go away, we wont. We are here. We are important too.
Let's take a look at the system-first principals your job is not to harass every teacher that you do not care for in the name of reform. In this life there are many people that I do not care for but they just might have good ideas. So stop thinking your main job is to harass anyone that doesn't think the sane way as you because 7 times out of 10, you probably got the position through who you know and not what you know-hence the low test scores throughout the district. Your main job and focus should be instruction and working with teachers. You fools do not understand that if your teacher is less stressed and adequately trained-productivity will florish. Acting like a raging lunatic will get you know where-refer to Winn, Bellard, and others. Your teachers should be your backbone. But since this district seems to love low test scores and poor academics next. Teachers stop backbiting. You are in a big mess now. You all screwed your older teachers over bit they definitely could have showed you how to protest and possibly had some pointers-well you all watched as the principals threw them to the curve. Next time keep some older teachers around. They really have their time in and pretty much say what is on their minds and will try to advocate for you younger teachers. They generally think of you as their kids and will try to help you. Teachers stop thinking that asking for help makes you look weak. I do not know why teachers in this district think that way. Teachers you are not properly trained. This is not your fault. This goes back to admin. Ok teachers stop hating on good teachers. They are doing their jobs. Ask them for help. I never witness so much bickering and backstabing in my life. Stop trying to impress the one or two male teachers on campus. Geez these guys in Houston have it made. Women just throw themselves at them. Do not be so desperate teachers. Next parents, good job Riveroaks parents. I saw you at the board meeting. Nice work standing up for your kids. Great job addressing the board. I bet you all will get whatever you want. Immigrant parents great job working with your kids too teaching them values. Thank God your kids are in ESL. That is why they are learning English. Okay let's get to the Hispanic kids. Parents take your kids out of bilingual and put them in ESL. You speak to them in Spanish at home. If you want them to learn proper Spanish take it as an elective. Yes it is important to learn two languages but for heavens sake-every standaized test every job interview will be in English. Now on to the African American parents-wow, stop believing that it is the teachers job to do everything. I am black and I can say that most of your kids are two grades behind. Teacher your kid something at home like numbers, writing their name, alphabets. Take them to the zoo. Talk to them like a human instead of yelling at them and telling them stupid stuff. Okay stop buying them hundred dollar shoes and clothes when you do not even give them a pencil or notebook. The clothes will not get them anywhere. Buy them a suit, a book, or enroll them in a camp instead of investing money in materialistic bully shit. Stop coming to the school raising hell about petty stuff. If your school building is falling apart raise hell about that. Next stop blaming white people. It's not them. It is you. Your children will not be able to compete for any job. White people do not care enough to sabotage you. You have that under control. Your lack of support for your child ensures that that is one child their child will not have to compete with in the future. Everybody the blame doesn't go on Dr Grier. It goes on yourself.
Since we cannot link websites I would like to suggest folks here google Diane Ravitch and subscribe to her blog. You will get an idea of where this mentality is coming from. Her latest blog on Stand For Children also gives you the information you want but are not told. "Stand has pushed the corporate reforms--anti-public school, anti-teacher, anti-union--in several states, notably in Illinois (where they wrote a new law that was supposed to make it impossible for Chicago teachers to strike by setting a threshold of 75% approval--but CTU got a 90% approval vote), and in Massachusetts (where they threatened a ballot referendum to achieve their goals with a heavily-funded PR campaign (the union capitulated to avoid the punitive language that would have been on the ballot, as well as the costs of fighting it)." Where is the Union here? What is happening in HISD is spreading throughout the country. This also means voting in the next election and get ready to vote in school board which will truly care about students, not crony contracts and their own self serving agenda.
Was DALLAS DANCE. That board is so blinded by greed and power. They let a hardworker go. He should have been the superintendent. GET on your knees and beg him back. That was your superman.
Citizens can address the board by the 4:30 on Wednesdays. Wednesday is a day prior to the Thursday board meeting. You must submit your application and handout to Board Services. You have three minutes to state speak. The board will not speak to you. State your concerns. You have an opportunity-Here you go.
Most of the speakers are talking about noise complaints. Not much substance. Nothing dealing with bullying from principals or conditions of schools-low test scores and revolving door of teachers. Discussing name changes of school-stuff that does not matter like noise complaints. Get up there or shut up. At least the Elrod parents have a clue.
Why did so many teachers leave Elrod? Why did so much talent abandon ship? You had TFA teachers, Out of State teachers, Extremely Effective Cheerleading Types-gone. Yes, they danced to the beat of a different drummer-but it was effective. Kids were reading and learning. They brought life to the school-which was missing. When they saw a teacher looking down-they high fived them or gave them a hug. The teachers were well liked and motivated. It was hurtful to see one of them in tears saying-this is not what I envisioned education to be. It is so hard to reach the kids when you have the adults treating you like trash. They really were in over their heads because they believed in the fundamentals of education-helping kids. They had no clue how cut-throat the administration could be. Elrod is really sadden to see these girls go. They were the glue. They did extremely well-being they had absolutely no guidance nor support whatsoever. The principal called them in her office at least once a week just so that the entire staff could pass by the office and look in at them. They were really there for the kids. I wish someone would look into this. These teachers were too ambitious and that is a no no in this climate. We want them back. Someone please help us.
Yes, I have not seen Ms Cisneros "yelling at kids" but my kids and their friends are the best "radars" that will tell me what they see or perceive at school. They like her a lot and they like the assistant Principal too, what I don't like is that they call him by a nickname: "Nacho Libre", and he doesn't seem to mind. If he can't get the students to respect him, how can he deal with the teachers? I have seen some post of teachers praising his "nice" ways, but let's do the Math:Strict Principal + Buddy AP= Everybody loves the AP and hates the principal!! To lead a group it is not enough a nice smile, teachers. I don't know what is wrong with all the after school programs that have been implemented by Ms Cisneros. That is great! That might imply that some of you have to stay after shcool, but our kids deserve it too, not only the kids at River Oaks!! I think that the bottom of your disagreements with Ms Cisneros is: you were used to give the minimum for this community, and she seems to want more for us . I praise that, and as somebody else said: if you are not happy there, just leave! How it comes some people talks about a laaarge number of teachers leaving Golfcrest and others talk of her giving bad references to all? How contradictory!! You need your boss references find a job, don't you?. So...who is lying? maybe both! Let her do her job, please, our community needs her. We don't need you grouchy unhappy teachers (or teacher, it might be the same sour teacher posting all the time). How sad!!
Over a half million handed over to College Board? When is TG going to drop the charade and just go work for them? And there they go again, not trusting teachers, just Big Biz to test our kids and "teach" them by giving them score numbers.

Away with Central Office all together! We don't need any of you!
Maybe the board-all of them are deaf. Apparently an effective principal in every school us just a trendy catch phrase that appeals to parents and an addition to someones resume. We have failed. Our inaction will lead to another generation of students that cannot learn nor desire to learn. The leaders in Houston have nothing to offer students or teachers. These terrible principal's probably would not even dare to send their own kids to the schools they are running. It is really sad that the more affluent schools get the principals with the best attitudes, work ethic, and training. The poor ghetto schools get reject after reject. They have no social skills. Not concerned with students. Totally consumed with hatred and their ability to ruin people. Check out Woodson, Elrod, Young, and Frost-all schools ran into the ground by women that have low self esteem, terrible ethics, and just plain out hateful attitudes. Why continue the stereotype that all black women have terrible attitudes and vindictive. You do not have to be a bitch to be a leaders. You do not have to act like your down to reach the kids. They see enough of that at home. That being said black women Winn and Bellard being a black principal does not mean you have to be unprofessional.
A half-million $$$$$$ for the College Board? How many failed again? If students are going to retake the test is the district going to pay once more? How many took the test even if they wanted to go the vocational route? Anyone?
My niece is a student as Westbury, and it appears to be a mess over there. I've been over there mutiple times to meet with the principle and he is never on campus. He's always away for lunch or a meeting with Alaniz (the SIO) or Larry Marshall or one of the Friends of Westbury. Is he a coward or is that his reason for allowing his school business manager run the school? Many of her teachers have left because of the way he treats the teachers over there, and apart from the students protesting once in a walk-out, nothing is being done to get rid of him. The school's TAKS scores took a nosedive, and he still has his job.
@ Can't believe: The only ones damaging Golfcrest's reputation is you and your friends who don't want to work hard and keep posting crap in this site about our school. Like that argument about "Ms Cisneros putting her hand in front of somebody's face", seems sooo made up, sooo repetitive and seems to come from the same person!!And yes, there is a small bunch of teachers that got so used to ignorant Delgado and don't want to move on because (like him), just care about the paycheck!!!
I would love to know if top leadership or board members would send their kids or grandkids to Elrod or any other school that is dilapidated. I would like to know if top leadership or board members that constantly tout-an effective principal at every school go home laughing every night at the number of people they told that lie to especially the "annoying" parents of Elrod who like any citizen only demands what is promised and guaranteed by the constitution of the US. I would love to know if top leadership or board members would take someone basically harassing them to no avail. Would they report the person? Would they intervene? Would they stand up for themselves without fear of retaliation? How many options will our kids at Elrod have in life? What must we do to ensure a proper education for the students at Elrod? Year after year-promise after promise ineffective administrator after another. Does anyone hear the parents of brown and black kids? Are their voices muffled? Are their concerns for a quality education not loud enough or not as important as the kids of West University, Riveroaks-what options will the Elrod kids have? They go to a school every single day not knowing that the school is destroying options everyday that it is ran ineffectively. Will the majority of the kids go on to college. The answer is no because the majority will not even finish high school. Their options become apparent then. Why? Why keep that school down? I heard a police officer say one day-without these kids I would not be able to pay my bills. Apparently the leadership nor board cares about the state of the school. The leadership does not care about making the school better. Get Bellard and her entourage out of there. Our kids deserve the option of good leadership that is focused on success.
Westbury high school is a huge mess and nobody seems to care. It is the home of bullying by the cowardly principal and his business manager. Something needs to be done at west bury high school. Is anybody out there listening????
Elrod Superman is not real-no one will save you. No one is coming. No one cares. You will endure another year of Bellard. Unfortunately because she probably has threatened to sue for something like age discrimination or based on race. So just endure another year of your kid not having options. Maybe your kids will be the statistics of having a poor early education.
I was told by one of the teachers at Elrod some of the things that Bellard does. I believe the teacher as I saw the teachers hurt. What really struck a nerve is the teacher told me that Bellard invited the entire staff to watch the movie Bully. All the teachers declined except maybe two. The teachers felt like- you are the bully. We can make our own movie. There have been complaints In the past. Teachers it is time to stand together on this. Your fellow teachers should not live in this type of environment. You will never know when they will move Bellard to your campus. Elrod and Blackshear already.
As the guardian of a student that attends Westbury High School, it is terrible that the principal gets away with bullying professionals. I have mades complaints to Larry Marshall about this Principal, and it seems to have fallen on deaf ears because Mashall appears to be fully standing behind this man. Once all of the good teachers are gone, this school will fall further. With our tax dollars, he paid for a select group of teachers to attend a conference in Phoenix, AZ during the school year. The selections were made by him and the school bsuiness manager of only the people that they both liked. Talk about professionals being unbiased.....
If the business manager doesn't like you, she makes sure that you leave and there is nothing that the principal can do about it. He agrees with everything she says and does. She chooses the people she likes or doesn't feel threatened by to go to conferences. There is a very big problem there and something needs to be done very fast .
We can pretend Cisneros is perfect and has NEVER bullied but we ALL know that to not be the truth. No one wants to ruin Golfcrest but people, just like many others in hisd schools, want the hostile environment gone. Why is it so crazy to want to be treated respectfully and professionally? This behavior exists in virtually no workplace except teaching. Isn't there a problem with that? The ones working sooooo hard to teach our kids are getting treated the worst. If no one ever talks it will continue.
We are still spreading the word about the atrocities committed by this principal and the conditions of the school. We are writing letters about the treatment of students and teachers. We want to know where the magnet money is going. We want to know why good teachers leave to go to other schools. We want to know why Elrod gets the rejects. We want to know why parents are disrespected. Why are so many people outside the classroom. Why the school does not have basic supplies. Why classes have subs all the time.
what about Hamilton MS ? It is crowded, needs some TLC, and it smelled like dirty old socks when we toured it.. any re-do there ? they have a Vanguard program. When it comes to spending other peoples money, HISD does not care if it spent wisely, just spend it and use a PR media blitz to guilt voters into this. If there are h.s. that are under enrolled - why do they need a new school ? Cant the locations that need paint, new bathrooms etc just be fixed ?
Why did quality teachers leave the school and go to other schools and leave the profession all together? Main reasons 1. Poor leadership 2. Lack of support 3. Constant threats 4. Lack of vision 5. Poor building conditions 6. Lack of oversight 7. Bullying of staff members 8. Could not watch kids suffer 9. Lack of assistance with discipline 10. Poor allocation of money
I have a question about the proposed bond and the expansion of some schools to a K-8. I see that Pilgrim is on the list. Isn't Pilgrim already a K-8? The school moved several years ago to a new brand new building and changed from an elementary program to a K-8, so why would they need money to become a K-8?
Not completely sure that the K-8 at River Oaks is a done deal. I have heard several reports about the recent meeting, and it was shocking and embarrassing (for proponents) how poorly thought out the (lack of) plan was. They were supposed to talk about details about the middle school, and there yet there was no facilities plan, no academic plan, no plan for admission, no plan for activities or extra-curriculars. Everything was TBD. The only thing proposed was a vague idea for IB. Councilman Pennington scolded the HISD and proponents of the plan for their lack of preparedness -- there had been no survey of parents to try and figure out how many students might attend, for example. This would have taken 10 minutes of organization and no one had bothered to take the time to do it.

The neighbors (Harvin's constituents) were nearly unified in their opposition. One neighbor stood up and said, "I'm supposed to pay extra taxes so this small group of privileged people can have a 'choice'?" -- then he offered to write a hefty check to the opponents of the bond measure. That was the moment when when you could see the look of incredulity on Harvin's face and the faces of the HISD representatives.

I think the HISD folk had been told that the ROE community wanted this, and it was clear at the meeting that there was no uniform desire for a K-8; that in fact it was opposed by many parents and definitely by the community. This scheme had been cooked up by a small group of people, behind closed doors, and they smugly sat on this plan rather than getting community buy-in (from parents and neighbors), assured that they had the inside track to what they wanted. I'm pretty sure the HISD people went back to Grier and said, "this will cause more trouble than it's worth" and that Harvin decided it wasn't worth it either. I just don't see it resurrecting for a while as an idea after that disaster.
I can understand the concerns expressed about schools such as Furr, Sharpstown, Sterling, Yates and B T Washington being on the list of high schools to be replaced with the requested bond program. I have been informed by several employees at Furr and have actually witnessed for myself the raw sewage that seeps from the ground because of cracked pipes under the main building. This and other major problems will still exist after the completion of the present work being done. It appears that the only way to alleviate these problems is to build a new school. Even if the bond passes, it would be several years before Furr could be replaced and between now and then, the district must provide a safe and healthy environment for our students attending that school. We, in the East End, deserve a decent place for our students. The work being done now is a stop-gap measure.
Resting in God allows God to fight for us
Sam Houston shows 12 vacancies (according to the numbers quoted in the article above), and it has not been in the single digits since early spring - if even then. So, I think it is safe to say that people continue to resign on a daily basis, is it not? And if that is the case, how is this good for the kids when the same thing happened last year and the year before?

When is someone going to think of the KIDS FIRST?
Elrod and Golfcrest is on here alot I feel realy bad for the students, parents, staff and admin. We all need to get along and work together for the kids...I pray that over the summer the admin has changed and come back ready to work and fix the problems. Work with the staff. So sad to read about them every time I log on...
Someone needs to get honest about teacher turnover at Lee.
Oh my! the King is asking what is wrong? Did he open the gates of the castle and wonder where the serfs in the fields had gone? Why no one wants to work in his fields? Tsk tsk tsk... a course in the political history of rulers would come in handy here dear King Grier! Is it lonely in the castle with all of those outsiders trying to figure out why you are all so ineffective? Trying to make sure someone else is at fault.. like the serfs in the field raising young minds with few effective tools... or better yet just eliminating anyone with a different idea... Better empires figured this work problem out much faster! Dear King Grier you ask why no one wants to come work in your fields? It is all illustrated here on this site for you: The Best of HR is a court jester and you aren't laughing! Why would someone want to go through that application crap! to work in this district if they were offered positions in any of the other 14 surrounding districts? Get rid of her and the ridiculous process & ask for a refund from whoever fed you that line of failure..hhmm.... Behaviors of some of your inexperienced, poorly qualified, poorly mannered, unprofessional administrators at schools that actually worked before you took over the kingdom... hhmm.. There is something to be said about knowing the local culture of your community- just flying in on your broomstick with your henchmen on the flying monkees doesn't work in reality! How about all of that tax payer money used to build your royal chair at College Board? what's it get you -oh! your name on the list of regents... resume building-nice..hhmm... oh! how about condoning the "misuse" or not good use of tax payer monies for special projects for special friends! (wink wink your buds on the board!) And you don't know why there are over 700 openings in HISD? What do you have to offer the serfs working the fields to cultivate the young minds of the future generation? ...hhmm? yeap... I am trying to figure this one out too...
I would be so upset if I was a teacher that had lost his job and then read that e-mail from Grier. Oh, let us figure out what is wrong. Maybe if you did not get rid of or make a hostile environment, your problem would be solved. It is a slap in the face to everyone who lost their job last year.
Well HISD is in for some issues at Hellrod. I went to check in on kids at enrichment-a fancy name for we made a mistake for not putting a real teacher in the class now your kid has to come to summer school-the teachers that are coming in for next year look like they need a hot pot of coffee. My goodness where did she get these people. This administration ran some great people off and now we have to deal with reject principal, lazy admin team, and now these teachers. That front office needs assistance with customer service. That email is a joke because Elrod will always get low quality-principal. People need to get off their butts and hold EVERYONE accountable. That school is deplorable. Feces on the walls of restrooms. Nails on playground. Critters everywhere. Broken computers. magnet money. Low test scores. Infighting yet the admin still there. An effective principal at every school-stop that lie now.
When will Terry Grier take his own words of wisdom, which by the way are few and far between, and implement them here in HISD? He said, "as a former principal himself, that those employed within HISD's buildings know what schools TRUE needs are." And that insight is "better than a walkthrough," he stated. So maybe he needs to listen to the teachers, parents, and students who know the needs of their particular schools and STOP placing ignorant unqualified principals in schools they have NO connections too or any ideas on their needs! Case in point, Winn should have NEVER been sent to Frost ES with her "I live in Bellaire and I know what you "people" need" attitude! She was a "failure in training" from the first moment she stepped on that campus looking down on the teachers, parents, students and community never trying to connect and support their needs because it was all about her! And thesad thing is Grier is continually doing this on campus after campus around the district! Again, he needs to listen to his own words and those of the communities that surround each indiviual school and find a "true" leader that really understands the schools "true" needs! So far he seems to be batting a big ZERO in this area and now has come to realize that HISD has a whole lot of vacancies because of HIS failed policies, recruitment blunders, unqualified Principal appointments, false terminations, forced resignations, and people running as fast as they can AWAY from HISD in recent years! He needs to get a clue real quick and look around the district because things are spiraling downward at a rather fast pace and his dreams of national recognition along with it! His only claim to fame is and will continue to be one of leaving each and every district he has ever been in worse off than when he took over as their leader!
@ HEIDI Well stated!
Start moving those exemplary principals into these schools that lack leadership.
Why in the hell do we need these $$$ consultants?

Most everyone has cameras and internet access. Let everyone post what's wrong with their schools. Let parents do it. Or let the board members walk around their own schools for once. Stop sitting around. Teachers and adminstrators can't do it, they might get blowback. Show the world what's wrong with your school. Post on You Tube.

Then tell the consultants--WE WANT OUR MONEY BACK!
maybe someone should show Dr. Grier this website and let him see how unhappy everyone is. It all starts at the top.
To tired teacher, you can just about put money on the fact that Grier and his minions ALL read this website. BUT they are to darn stupid and stuck on themselves to even care what others think about them and they surely don't care about our opinions when they are always right of course!?!?!?
Teachers lovely Linda loves mess. She creates it if it does not exist. She will put so much time into starting stuff rather than academics. She is a very ungrateful person. She is dysfunctional. She does not support teachers that are actually working and will reward teachers that do absolutely nothing with promotions. If she sees a teacher that does a good job she will do everything in her power to ruin and torment that teacher. She is so unprofessional. She knows how to clear a school. She is practically senile when it comes to instruction, teaching, and learning. But let some mess pop off-she will be on it.
I am amazed that they would keep such an unfit person in any position. The nerve of these principals even putting their mouths to ask for a three year contract shows most of their ignorance. You do not give a teacher three years so why in the hell should you get three years. We should all walk on egg shells. People surely take care of themselves. These administrators will only last in this district where everything goes. They would fail miserably anywhere else with their mix between ghetto and country attitude. As a nonnative individual-thank goodness-everything here is trapped in the late 1980s. Principals, teachers, human resources, logistics, technology, buildings, instruction. Your principals walk around as if they are bringing scores up by the minute. Most are satisfied with getting fifty percent of the students to pass and boldly talk as if this is an accomplishment. Bye bye dinosaur district. Thanks TFA
What is also telling is how many freshmen do not realize how much the STARR test counts. Administering the makeup algebra STARR today we had 49 students show and 44 not. Guess there won't be a lot of bonus money given here.
Oh, and I like my principal here.
Just to give people an idea how HISD treats teaching candidates--a few years ago I was in Central Office, taking care of paperwork. There was a young mom with a toddler in a stroller who was trying to get someone to help her apply for a teaching job.

I saw her later in the parking lot, wheeling the toddler to her car. She was crying. I used to be a single mom and my heart went out to her. I asked her to send me her resume and email, and I would put her in contact with others I knew in the outlying districts. She realized at that point that she should refocus her energy outside HISD. She got a job in one of those districts.

I can't say that things have gotten much better. I actually tried one day to talk to a Central Office person who had so much gum in her mouth, I couldn't understand her and had to ask her to repeat herself.

I think everyone, before they vote on giving HISD all this money, should take a field trip over to Central Office to see how they run things. As a friend of mine said, she wouldn't be surprised if most teaching candidates think to themselves "WTH?" and turn and walk out the door rather than applying.
I need to sign up a training, but registration is closed. I send an email last Friday, with no response to date. Then I call and Ms. Pamela Cook cannot answer my question, hangs up on me once and then tells me, "hopefully she will pass by my desk so I can give her the message." Really! We are professionals!!!!!! Why don't they act like it?!
To "Central Office is a joke",

I deeply apologize for what happened to you. That doesn't describe everyone who works here.
Has Houston ISD gone back to "Social Promotions" again? Well, Dr. Grier I think you need to check on many of your ineffective "Principals" because they are promoting all students (including those who have clearly failed all year and during the summer school) because they are afraid of their school's performance. So Grier get ready to build many more Apollo schools because they are coming, if they don't drop out first!
To "central office employee"

Thank you. Your reply really does mean a lot to me! I do realize there are hard working, ethical people at the central office, but you seem to be few and far between!
@TRULY CONCERNED:

Principals are afraid. PERFORMANCE AT ALL LEVELS AT ALL COST. Look at the message that was sent for Lemonade Day. Schools needed to show 100% participation. How many parents actually signed those forms? How many lemonade stands went up.
Last sentence should read: How many lemonade stands went up?
I think we need to ease up on Ms. Best. She is following orders. I do think she is sincere with her vision. I am hoping she is a good person. Please central office people give us some insight.
Re: the expansion of Garden Oaks to K-8 -- While I understand the need for scrutiny of every proposal or action by the district leadership and the board, this particular proposal was driven by parent interest and the desire for the expansion of the current PreK-6th grade Montessori program to extend it through 8th grade. GOES is an excellent school with strong faculty, strong leadership, and very strong parental support. However, the facilities of the campus are in desperate need of repair/replacement/upgrade, and I suspect that some of the money included in the proposal for the expansion includes addressing some of the issues with the older buildings, lack of interior hallways/leaks in the walkway roofs, etc. In addition to the facility issues, there is growing interest in the existing Montessori program and a strong desire for extending through 8th grade -- but please keep in mind that at least with this particular part of the bond proposal, this item is being driven by parent interest and not greed or mismanagement of district funds.
Who does the HISD official website? Are they out of their minds?

Check out the first story on Houstonisd.org. They talk about training new principals. Then they show people walking around blindfolded? Maybe that should give them a clue? That they need to hire people who can SEE problems?

Unbelievable.
This brings to mind my favorite all-time quote:

"You can fool all the people some of the time, and some of the people all the time, but you cannot fool all the people all the time." --

Abraham Lincoln
Just love the advice jokes these SIOs are ditching. Hint – “Do as I say, not as I do or have done”

“Don’t forget what it’s like to be a teacher,” added School Improvement Officer Mark Bedell. “Get out there and teach a class or a two-day unit in one of your strong suits. If you lead by example, you can have the tough conversations you need to with teachers, because they know you still ‘have it.’”

Seems like EVERY ONE with an administration position has forgotten what being a teacher is like. Bellard for example: She is all about directives and when you ask her to model a lesson you get a sermon. Then she walks into your classroom for a minute or two to observe you then she calls you in to her office to tell you how ineffective your lesson was and the reason she gave you 1s follwed by a computer printout of what the lesson should be like. That is her form of helping teachers or model lessons.

“I just want to remind you that it’s okay to say ‘I don’t know,’” said School Improvement Officer Patsy Cavazos. “You are not going to have all the answers. But you do need to follow that up with ‘but I will find out,’ and then go back and let that person know what you have discovered.”

Again, here is Bellard. You ask a question or have a concern, she will straight out make up some story about board policy this and board policy that without backing up her lies. Now, you go and find out the information yourself, she goes on to reprimand you for going over her head and making her look like an ineffective principal (which she is). That is the reason I had to GET OUT of there and FAST!!!!! She just hates that others know more than she does. Our PLCs are a joke; there was no point in writing minutes because there was never any follow up. Again, we never received feedback on ANY thing unless we went above the coaches running the PLC or Bellard

So, now you see the joke in the SIOs advice to new principals.
@Glad to be gone, I have had to sit through these meetings with her and you are right. You were not allowed to do anything because she was unsure if it was HISD policy or not. So, you were just trapped because she does not know anything that you can and cannot do. She would give you all of these directives and NEVER followed up on anything. This woman created a toxic environment worrying about nonessential stuff like mess. She created a climate where no one wanted to be there. I noticed the vacancies. Now, HISD will give her yet another year to ruin things. Now, she has successfully gotten rid of most of the teachers-now she has her new staff that she hand selected. Now, when the test scores come back this year-WHICH THEY WILL BE LOW-who will she blame for the scores. She has blamed Apollo initiatives for her downfall at Blackshear; She blamed the teachers at Blackshear for the failure there. Now, she has blamed the teachers at Elrod. Now, this year, who will the blame fall on. She has already blamed the climate of HISD. She sure as hell won't accept responsibility. She definitely does not know how to read data. I have seen this for myself. She definitely does not know how to teach a lesson as this has never been done. She is a liar. She is unprofessional. She goes out of her way to ruin people's reputations. I told Elrod teachers at the beginning of the year-don't trust her-she will ruin your rep. Most importantly, she is not that bright. She surrounds herself with people that constantly tells her she is brilliant. They are just trying to save their jobs. She misuses money-big time by hiring her friends in positions outside of the classroom. Her staff meetings are a joke. People really do not want to hear about stories of your mother and her words of advice. Feedback will never come.
Why isn't Southmayd on the list for school improvements or new building? This community deserves some attention. Manuel Rodriguez where is your voice?
To teachers at Elrod or any other teacher that comes under Bellard, get away from this woman as soon as you can. Do not work for her. She will ruin your name for no apparent reason. She brags about telling prospective employers when they call-no comment when they ask for a reference. Also, if you are good, she will find something negative to tell prospective employers about you. Being a person that is close to her, she enjoys doing this to teachers. I have seen how destructive she can be. Please, try to get to another school. I really do not want to see her do this to anybody. Her mentality is-I will fire anybody just to keep my job-good or bad. It is either them or me.
Thank you Mr. Judd. You are a hope for our children. The principal at Elrod does not deserve that position. She is a cruel woman with bad intentions. She ran off talented beautiful teachers. They were hard workers. They demanded good stuff. They worked for the students. The teachers that did the Mothers Day Teas and Thanksgiving Dinners are all gone. My child was always hopeful. He had some major issues and his teacher worked with him. He is now a good boy with hopes of college. I saw how this principal treated these teachers. One teacher from Harvard Went above and beyond to support. Elrod lost some good people under this woman. We loved our teachers. My son had a football game and his teacher was in the stands cheering for him on a Saturday. These women are truly wonderful. They cared so much. My son is disappointed that his teacher will not be back. He is upset. I am upset. No one listens. BRING THE TEACHERS BACK. My son and his friends did not want to even go for summer. They wanted to stay in school. I had never seen my son like that. He talks about how much he loves his teacher. My son was never given up on.
Yes the first grade teacher MUST come back. She did everything for the school. She inspired so many children to be the best. Bring her back. My child reads and writes so well. I love listening to him. Bring her back NOW. Please Mr. Judd. She is a great person. Extremely kind. Gave kids uniforms, supplies, awards, parties. She worked the kids hard but it worked. Please.
The Kinder and Pre-K Teachers were great. They left too. These were quality teachers that actually cared. They were down to earth but professional unlike that entire admin team that only want their retirement checks. Unbelieveable. We are disappointed that people are not listening. Our concerns are just as important as the River Oaks. The system is suppose to work for everybody. Would they have sent Bellard to River Oaks? We did not get a say when they dumped this principal off. We deserved to have a say and now look at us.
Summary of the bad leadership at Elrod Things that they do Dish out orders, directives, policies, goals, vision without input or assistance to reach these goals. Fail to listen or perfunctorily listens to complaints or suggestions. Exhibits do as I say, not as I do mentality Provides inadequate support Withholds information Treat employees as if they are lucky to employed Us against them mentality Loves themselves too much Poor communication Indecisiveness-especially principal Playing favorites Lack of accountability Complicates conflicts instead of resolving them Approves unethical business Lacks compassion

This admin team needs to go. They are ineffective and do nothing to promote the school. They have been skating by for years under the radar doing nothing. Linda Bellard, Linda Ohia, Mess Starting Aida Phillips, and Martha Vanegas-who calls herself the Vice Principal must go. Send them back to the classroom and watch them nearly pass out.
I am glad that HISD is finally listening to parents and teachers. President Mike Lunceford please help your alma mater-Elrod. We are in a state of shock to recieve such a poor administration. This school operates like the wild, wild, west. I mean, really. Teachers getting yelled at. Administrative team members all in teacher's faces provoking teachers. People are on edge. The school was making gains, but this woman along with her admin team did everything in their power to destroy the school. They walked around defaming teachers. They spoke ill of teachers that everyone knew was putting out 100%. They with held supplies from teachers. They allocated funds to themselves. Teachers stayed late working on projects with absolutely no pay. This admin team gets paid for staying to interview new staff members. Come on. Who in the hell monitors the over time pay? This admin team gets paid overtime for using the bathroom after 3:15 while teachers that work late get nothing. This is not right. We do not want this principal nor her admin team-Get them out of here. Is it normal for at least 15 teachers to leave a school? No, it is not normal. Some teachers left in the middle of the year. Is it normal for a sub to say-I will never step foot on this campus again due to the administration. Yes, this admin team are bullies. They use their position to intimidate and control. They are horrible people. They are washed up and try to make it look like they are trying to make gains within the school. They actually do not care about the students. They talk to the kids like dogs.
I can not believe they are wasting bond money to implement yet another K-8 Montessori campus. Has anyone bothered to look at the test scores on these campuses? Montessori does not work in the current climate of public education, so why on Earth would they spend bond money expanding yet another campus to 8th grade? We already have one and it is not doing so hot, so why are they continuing on with yet another campus full of this? There must be some big money backing this disaster ( I am aware of one or two already) Send your kids to private school if you want this and quit wasting tax payers money on this nonsense. HISD needs to spend this bond money on campuses that really need renovation, not on these hipster fads.
Elrod, get up stand up. Stand up for your rights. Get up stand up don't give up the fight. You can fool some people sometime but you can't fool all the people all of the time. So now you see the light. Stand up for your rights
@Education Grrrrl I needed that laugh. Wow! Yes, the person that posts the pictures should be given an award. The message is quite clear-totally blinded. No idea where to go. Bumbling idiots guiding them. This district has to be known nationwide for the most cases of insanity. How much money was spent on this? Someone is getting paid a lot of money to blindfold people and then lecture for about 5 hours on garbage that no one uses after day 7.
To NONMontessorian --

Montessori is not a "hipster fad" -- it's a very successful education model that has been around for a century. The "test scores" you rely so heavily on to determine the success or failure of a school are the problem. I don't have time or space to go into detail here about the problems with standardized testing and how those tests do not measure all aspects of learning -- those problems have been expressed and detailed by a variety of experts in the area of psychometrics for quite a while. Unfortunately, our policy makers are not listening to the experts in this area and the result is a continued emphasis on a very flawed system of measurement. Additionally, our traditional system is also flawed on the basis of assuming that all children can learn the same material at the same time in the same way -- there is a natural reason why test scores vary: all children vary in their pace and style of learning and it is ridiculous to expect all children to be at the exact same place (in their learning or abilities) on the exact same day. for some crazy reason we have a developed a school system that completely ignores this fundamental fact of human development. We need to revise our assessment system and eliminate age-based grade levels.

Anyone with any experience with Montessori knows how successful it can be when implemented with fidelity to the model. The method focuses on educating the whole child, nurturing curiosity, a love for learning, and creativity, and helping each child develop their individual potential at their own individual pace. Parents who want a Montessori option should not have to remove their children from a public school setting to have such an option, and the current offerings in HISD of this model are wonderful. We see our children thriving in an educational setting where they are learning so much so quickly -- far beyond their peers in more traditional settings and far beyond what might be measured on the tests.

By the way -- just for the record, I am not only a parent but also an educator with extensive experience in traditional public school settings. I also have a background in research, administration, and school policy. Our family also has the means and ability to opt for private school but we choose to support public education by sending our kids to the best possible public school option in this city because we believe in helping to create strong public schools. That can't happen if parents with the means and ability pull their children from the public schools and put them into private schools. We should all be dedicated to creating more nurturing learning environments that focus on the whole child (rather than on teaching to the test) on all public school campuses.

Off of my soapbox now -- but I could go on and on describing the many flaws with our traditional system and the many virtues of other models such as Montessori, Reggio Emilia, Finland's system (where they don't test all kids every year and they do focus on the whole child)...
Right on Parent; very well stated.

I have witnessed what - We don’t want her!!! - has mentioned. Some of the teachers that were harassed the most were male teachers. One of them was constantly harassed and bullied to the point that he would be called to the office practically every other day just to him that he was EXTREMELY bad and INEFFECTIVE. An aide or receptionist would be sent to cover his class for hours while the teacher was in the office or assigned other duties. They brought in a TDS to rearrange his room and supposedly give model lessons and help with planning lesson. Two days later BELLARD will come to observe him. She would tell him that she will send an aide (yup, read above) because she needed to talk to him; again, to berate him. When he would try to explain that the TDS did the rearranging of the room and helped him plan the lesson and provided the material. Bellard would lie that she had talked to the TDS. That the TDS had told her that he was not willing to listen to any suggestions and he was being subordinate toward her superiors. The exact same thing happened to the male pre-K teacher that also left and a 1st grade teacher. Now let’s get to the 2nd grade teacher that was located in the main hallway. His students were making gains; learning practically EVERYTHING in English and Spanish. Mind you, he had 27 students throughout the WHOLE YEAR with no HELP. He treated EVERY student with UPMOST respect. His kids didn’t want to miss school because they felt they would miss something, even when they were sick they came to school. The teacher, of course, would send the child to the nurse just to make sure that the child was ok. The children respected him because he was genuine. Always let them know when they were doing GREAT and where they needed to improve. He was given bad reviews by his appraiser because that is what she was told to write. How I know, his appraiser told me herself that she felt bad writing a bad review on the teacher because this teacher is really EXCELLENT. Then the TDS came to observe him for two lessons back to back. She praised him tremendously; how I know this, the TDS told me to go look how this teacher was teaching math and reading. She told me that this teacher’s students were working on high order thinking math with some upper level math and they knew what they were doing because they were able to explain what they were learning to her in English and in Spanish.

I happened to go to this teacher’s classroom when his kids were doing math and working with division. Of course at their level then I noticed the SIO sitting on top of a student desk and left. A week later, I see the teacher in the office with Bellard. When he came out, I asked why he was there and he showed me the copy of the SIO’s observation. One, the write up was illegible, two, lots of grammatical and punctuation errors, to top it off three, she wrote that she walked all over the room asking the students what they were doing and that they told her that they had no idea and she also wrote that students were fighting in the classroom and that the teacher NEVER paid attention because he was sitting down on his desk doing something else. Yes, you guessed it. TOTAL FABRICATION of an observation from an SIO. She was the one sitting on the student desk. Before I found out the SIO was there, I asked a group of students what they were doing and they enthusiastically wanted to show me. When I was going towards another group and noticed the SIO in the classroom. I left. I didn’t see her walking around the classroom and the teacher also told me the same thing. Why would he lie? He is always on his feet and or sitting in a group helping students. At another time, I went to get some papers from the office and saw the teacher’s science observation from Bellard in plain view of EVERYONE. He had received 1s and 2s for the science activity. I was shocked. This teacher is the “to go person” for science material and lessons. He was even chosen by the iLaser National Science Institute to go to Pittsburgh, Pennsylvania and represent Elrod. Of course Bellard did not let him go out of malice, like usual. See the pattern of how Bellard treats MASTER teachers? Back to the review; I took the paper to the teacher and told him that I was sorry for reading his review. That as soon as she saw his name I thought that he had forgotten it. He had no clue of the review. Sign of unethical professionalism from Bellard. To top it off, Bellard gave this teacher’s final review to another teacher. The other teacher was assuming that it was hers and when she read it, she was appalled that she had read this teacher’s negative review. This GREAT teacher was recommended to be put on a growth plan for next year due to complete fabrication from the SIO, Bellard, Bellard’s twisted information from TDS, and what the appraiser was told to write by Bellard. This was in Bellard’s handwriting with a note to the teacher’s appraisal. If this teacher is SO BAD, why are his TELPAS scores EXCELLENT? He had about 85% of his students advance one, two to three, even four levels. He informed me that his overall Aprenda scores were in the 80 percentile. This teacher was always very enthusiastic greeting EVERY student who passed his doorway in the morning with a high fives and wishing them a GREAT day, to do their BEST and to LEARN as much as possible with SUNSHINE in their face. I asked him what he meant by SUNSHINE he responded that it meant a SMILE. How AWSOME is that, to have someone cheer you on - students, teachers, and the few parents that would manage to come through to drop off their children.

I tried, many times, to get this teacher to MOVE to another school; to find a better school. His response, “if I leave this school, it’s like abandoning ship and letting these kids drown. Who is going to help these kids?” No wonder this teacher always carried his recorder with him. I was so proud of him for putting on a video camera to record his lesson once he saw his appraiser come in. He did an EXCELLENT multiplication lesson. I borrowed the DVD and showed it to my student and to my surprised, my students were able to get the multiplication concept. We also did the arrays as an extended activity. Now, how ineffective can a principal be not to see student ENGAGEMENT, LEARNING, HIGH ORDER THINKING in this classroom? I sure hope this teacher finds or found a job at another school. Need to get in contact with him to see how he is doing and if he has already started on his doctorial degree. Bellard, hope you are taking notice that you might have Dr. in Curriculum and Instruction soon. He already has a Masters in the same field. Use your resources, not your ineffective coaching team.
In the post above the "parent" states that "For some crazy reason we have developed a school system that completely ignores..." but in reality it's not "some crazy reason". The reality is that we have the system and the high-stakes testing assessment in place because rather than listening to the experts, our policy makers have been listening to the lobbyists for the publishers and test makers (Pearson) and have implemented a system that benefits those companies rather than benefitting the students. We test our children so much because Pearson makes big money off it.

When you rely so heavily on the results of the tests you are buying into their business model and putting your public school money (your taxes) into their pockets -- the pockets of private corporations. None of this business model is based on what we know about human development or learning. In fact, it is in complete opposition to what we really should be doing in education. But they have the big bucks to lobby our policy makers to implement this system.

There is also a strong connection between a desire for the high-stakes tests to show that public schools are failing so that parents will "opt out" and enroll their children into charter schools -- another situation where public tax dollars go into the pockets of private companies who run those charter schools.

Do your homework -- this system is designed to fail (designed to give the illusion that public schools are failing) and designed to funnel money from the public sector into the private sector.
@by Parent. Your concerns are moot when we have students being bit by roaches and ants-Elrod. We have kids in this same district without proper academic materials. Yet we have parents demanding a Montessori school. This is a recession. Get real. Get over it and your wonderful ideas of educational equality. Elrod is nearly falling down on top of kids and teachers and you are going on and on about your exploratory education. Money should be invested in schools like Elrod. These kids only get a couple of chances in life and you have the nerve to go on and on about an experimental program. Get real. Put your kids in private school. Take a tour of a school like Elrod. If you are so helpful and a proponent for public education you should know that schools are rotting to the ground. Inept principals are dropped on these campuses. If you want to support public education so much, stop fighting for your own interest and support all students.
Montessori is great if the model is implemented correctly. HISD has a history of making programs appear to be successful when most of the time they are not. Look at "WOW". Many of those are staged.

My concern is having K-8. Principals are afraid to report discipline problems because it reflects on the schools performance. They don't want high discipline referrals, suspensions, expulsions or anything negative tracked back to their school.
@Not another one...

1. The Montessori programs are already in place. The proposals in the bond are simply to extend the programs up to 8th grade rather than ending at 6th grade and to also provide for repairs and upgrades on those campus. Garden Oaks is an old campus with some of the same physical plant problems as detailed at Elrod and other older campuses. No one is "demanding" a Montessori school, it's already there. They are only seeking to expand an already growing and in high demand program. Those schools (with Montessori programs already in place) have very long waiting lists of parents who are very interested in sending their children to those schools.

2. It is very possible that "Parent" is advocating for all public schools. I don't know who this person is, but we can't assume that this person, especially if they are an educator, isn't advocating for all schools in addition to advocating for their own child's school. We can't determine that information from their post since the post was focused on the topic of Montessori vs. traditional education.

3. As "Parent" stated, Montessori is not a fad nor is it an experimental program. Actually, high-stakes testing is more experimental than Montessori because to date we still have no evidence that high-stakes testing works. In fact, after a decade of this we actually have ample evidence that it increases failures, increases dropout rates, and decreases student preparedness for college success.

Yes, there are problems at Elrod, but there are issues at all schools and it is imperative that ALL parents take a more active role in advocating for their schools.

No parent's concerns are moot when it comes to their child's school.

And to touch on the money issue, if we spent less money on high-stakes testing (padding Pearson's pockets as "OptOut" said) then there would be more money to improve all schools including Elrod.
I stand by everything I have said so far regarding Montessori in public schools.

RE: advocating for all schools...

Without sharing my resume or CV, let me assure you that I have spent the bulk of my career working hard to improve all public schools. Currently I spend a great deal of time working with school leaders, teachers, pre-service educators, parents, and other stakeholders to improve our schools -- and to improve them beyond focusing on the results of a flawed testing system.

Do I advocate on behalf of the schools my own children attend? Absolutely. That is my job as a parent.

However, just because I do advocate for the schools my own children attend does not mean that I don't work hard every day on improving all public schools.

The problems we currently face are enormous and it will take all of us, advocating for our own schools and/or advocating for all schools, to transform this system so that it works for all students. There will not be a one-size-fits-all solution and we need a variety of options (including Montessori and other models) in our public schools in order to meet the needs of all students.

By the way, if all parents who want other options did pull their children from public schools and put them into private schools then there would be LESS money in the system for improving the public schools. Additionally, there would be fewer incentives for better principals and better teachers to teach in those schools where there is less money to improve facilities or provide more materials.
Sorry but we advocate for our kids all the time. We have seen quality teachers that have improved scores flee to other schools because of poor leadership, inadequate facilities, lack of materials, you name it. Our children are just as important as any other children. Your school does not smell of urine or feces. Your kids are not wading in knee high water just to get to class. The buildings are old. The computers are raggedy and Internet is slow. My child brought a library book home that had to have been printed in the late 1880s. I had to explain that the book was not suppose to be in the library among children because people do not have those views anymore. The books were old enough to be offensive in nature. High quality teachers do not stay at these types of schools because there is nothing to keep them there. You all talk about your great ideas and your wonderful philosophies when you have children hating school at seven. We care just as much for our kids, but who has the most will be the deciding factor. Poverty will keep Elrod as it is with a failing principal and deplorable conditions. You will more than likely get your school and the kids at Elrod will not get anything.
Is it really necessary to attack other parents on this site who are advocating for their kids' schools?

Elrod parents: yes, your school has needs, but so do other HISD schools. Just because you are angry about your situation does not mean that other parents don't have valid concerns or needs for their kids' schools.

I have been on the Garden Oaks campus and I can say that the campus does have many needs for upgrades and improvements. More than will probably be provided with the funds requested -- if the bond even passes which is doubtful. For example: there are no interior hallways on the campus and all classroom open to the outside to walkways that are covered but leaking. When it is cold outside the students have to walk outside to get to the bathroom, lunch, library, and ancillary classes. When it is raining, they must walk under the leaking walkway but still getting wet from wind-blown rainwater, on their way to lunch, library, bathrooms, or other classrooms. You mentioned the lack of updated technology at Elrod, well, guess what -- same situation at Garden Oaks and MANY other schools.

Yes, Elrod needs money for improvements and, by many accounts, better leadership -- but it is not the only school in need of those things. Rather than belitting other parents and the needs of other schools, we should focus on contacting our school board members to advocate for our schools. Belittling others on this site might make you feel better momentarily but it does nothing to solve the problems at Elrod.
@OptOut you are definitely right. If you look at the state of the school system, it is being designed to go completely charter in the coming years which will put more money into the private sector. HISD is slowly setting up this structure by implementing so many small, specialty schools which are pulling money away from your nontraditional schools. If HISD had the best interest of the student at heart, they would incorporate a specialty program into each traditional school to keep the money at these schools. The district is beginning to spread itself too thin by starting up new programs every year. Look at the gigantic bond to build new schools, refurbish old. If the district consolidated programs you wouldn't need so much money to do these things. I just pray that there are advocates that will continue to fight for the best interest of all children when it comes to education, just not those who live in favorable areas.
@HISD educator, it was not my intention to belittle anyone as I do not recall doing so. I simply stated the facts. We have gone to the board and they have done nothing. We have written numerous newspapers-nothing. We are fighting for our kids and the thought of putting more money into more programs that really has not been proven quite effective should not be an option when schools have dilapidated buildings, reject administration, lack of materials and supplies. We are frustrated because our concerns are not being addressed. We are tired of being put on the back burner. Again I am deeply sorry if I crossed the line. I was in tears when I was reading posts about your program when my kid hates going to school because of the smell and fear that he will get beat up by his classmates. They do not even have enough breakfast. I have complained to his teacher about breakfast. She informed me that she had talked to admin a out the situation. She told me that she got fussed at and that I would have to deal with the principal. I am very sorry. I am frustrated and tired. No one is looking out for Elrod. Teachers are spending their checks to support the school. This principals only concern is uniforms. The pick up system is a stalking ground for sexual predators. The front office workers are unpleasant-not all. Last year a kid in kinder said he wanted to die because of bullying.
I like many parents are going to the polls with valid Ids to vote against this bond. We are mobilizing. We apologize for this action but now we must do what we feel is right for our kids. We pay taxes too. We deserve a piece of the American Dream too. Our kids should be college ready just like any other kid. Right now the only way people will listen is if it hits their pockets. We are saying no to any bond that comes down that will not benefit children in high poverty areas. No no no
@Elrodo -- yes, those are incredibly serious concerns and I sincerely hope that changes are made very soon to improve the conditions at Elrod. My point was simply that we all need to continue positive efforts to improve all of our schools -- no school, regardless of its instructional program, is perfect and our board and other leaders should be focused on improving all schools. I also agree that there should be specialized programs in all of our schools so that everyone can benefit from a variety of instructional models within their own neighborhood.

Keep fighting for your school and allow other parents to do the same for their schools. We can't give up on any of our schools -- we all have to keep speaking up, speaking out, and advocating.
Opt out is right. HISD does not want success. They want schools like Elrod to exist so they can say-look we tried the public system way. It did not work. Now let's try the private way. This ensures that their friends and relatives enjoy the windfall once they start up their schools. Elrod was given this principal for that reason. Who in the hell would hire such a terrible principal? Someone that is equally ignorant or someone wanting the school to fail. Either way that person that did the hiring should be held accountable as well.
We do not have many people advocating for us. Seems like Judd Bingle is the only voice and sympathetic ear that we have. We are not ignorant people as Bellard and her admin team has made us out to be. We are ignored people. I have witnessed that admin team defame teachers in front of students and parents. I have witnessed those coaches telling students I do not care if you do or don't work. I have witnessed Vanegas yell at students and teachers. I have seen admin team members all in the personal spaces of teachers and students. I have been talked to like a second rate citizen.
The kids learn bullying from the adults.
What about Lee HS? Enrollment is dropping because of Davila and her minions. Not only have they driven away teachers, but students, too. Get them out and the kids will come back and stop overcrowding other schools.
How long is HISD is going to support Pamela Farinas' actions. The fourth ward community was not involved in the hiring of this woman. We don't want her. It's time that we all stand up to boot her out like she has done so many of her good teachers. All is for her on personal gain. But remember, when you dig one ditch you better dig two. PAMELA FARINAS,Principal at Gregory Lincoln Education Center must go. Forrester didn't want her, KIP escorted her off their premises and GLEC better open their eyes. WE HAVE YET TO SEE HER RECORDS !!!!!!!!
We are not at Elrod but we want to support the parents and most importantly the students. We are behind the teachers as well. We asked around and have heard the same stories over and over. Plus the video from Blackshear collaborates the allegations. We are also voting NO on the bond. The stories are horrific. We teach our children about equality and justice yet you have bullying, inadequate leadership and deplorable facilities. No on bond
Let me just say I had enough of Linda Bellard's crab in a bucket mentality. She lived by if I am down you will be down too. The defamation of character is outrageous.
@Not another one --Seriously, the way to help your school is not by attacking parents who support their own. Your blatant dismissal of the needs of other students and programs is offensive. We all advocate for our own schools, and your school is not the only building in HISD in disrepair. Threatening to vote against the bond punishes all children in HISD. Your children will be in high school some day, do you want them to go to a decrepit school then as well?

The way to advocate for yourselves and your school is not by anonymous complaining on HISDwatch or poorly worded blanket letters to any elected official you can think of, as I have seen copied here. Your congressperson will never see that letter as their staffer will throw it in the trash, not do they have any jurisdiction over the actions of the school district.

You need to talk to the members of the HISD board of trustees, Sam Sarabia, and Dr. Grier. You need to present a detailed list, in writing, of all the incidents you can recollect, including the date and time. It needs to include the names of all parties present for each incident, and their contact information if it is a parent or former teacher. Blanket accusations will get you nowhere. Each specific incident must be reported if you expect anyone at HISD to investigate. The longer the list you can put together the better.

Don't show up at a board meeting expecting that you will be allowed to speak if you don't follow the protocol for getting on the agenda. People will dismiss you as ignorant and just stop listening.

Stop complaining that no one listens to you. You have to follow the rules to win this game. File a formal written complaint detailing all incidents on behalf of the PTO. Demand an investigation, not here on hisdwatch but in front of witnesses at a board meeting. Forward a copy of your complaint to Ericka Mellon at the Chronicle. And remember, HISD has 203,000 children enrolled. Only 500 of them attend Elrod. That is less than one quarter of one percent of the total enrollment of HISD. Put another way, 99.75% of the students in HISD go to school somewhere else, and most of those people aren't going to care what is happening at your school. You need to go straight to the people in HISD who are the decision makers for your school. They are the only ones with the power to change your situation.
@Tired of all the Elrod Complaining,

Apparently you are unable to take your own advice. We have followed the proper procedures. Now, we are voting against this bond and will continue to tell others to do so. We have emailed people and we will continue to go forward with our plans to vote against this bond. We have spoken to everyone that you pointed out. We have also spoken to congressman as well. No one has thrown anything in the trash can. Believe me, they are listening. You people are just upset because you cannot get your way with this bond. We are done getting stepped on. We will show our power at the polls-where it matters. So eventually, someone will care NO NO NO on bond.
And remember, 500 of those kids are children of voters. Regardless of how many, they deserve representation just like your children. So, less than one quarter still needs attention too. So what your saying is tired and old. Apparently, we are not as ignorant as you might say since our story is being picked up in other states. Now our ignorant selves will use our right to vote NO NO NO.
Bellard came from Aldine ISD, I think she worked at Escamillla Intermediate. So, did she know someone in HISD to get a principal job?
I am torn regarding this bond situation. I am all for schools that are functional and new. You see, updated and new schools will make the children feel better and the kids will work better; however, will the contract for these new schools go to friends and relatives of the board. These contractors do shoddy work. Will the contracts go to women, minorities, veteran owned, disabled, contractors? We must know this information. I did in fact drive by Elrod and yes it is in need of serious help. As a parent, my child will not step foot on that campus. It should be condemned. This bond will put millions into the hands of leadership that I have lost confidence in. It is not right for schools to look like that. Next I read about all the incomplete projects started-more waste.
Take a good look into Sharpstown International 6-12 program. I would not recommend any parent to send their child/children into that type of school. You have 11 year olds mixed with 19 and some 20 year old students. I know all districts have to make budget cuts, but this is not the way to do it. The innosense of these 11 year old students are being lost. Students are making out EVERYWHERE (stairways, halls, courtyard, parking lot). It was too much for me to handle. I pulled my child out of their. I will never recommend any parent to place their child into this type of environment. Grier and the board needs to RETHINK this type of consolidation!!!!!!!!!
Yikes that is unreal to have that type of mixture. That is just plain ignorance to have young kids with adults. This district has a lot of issues. The mess at Elrod now this. Seems like it is whatever goes. . What's next? I would normally vote for a bond but I will pass on voting yes until trustworthy people are in place. The leaders are nearly salivating over all the money that they will gain from this. When students are actually put first. Teachers are treated with respect. Money is spent wisely. Good leaders are placed at school then I will vote yes.
@not happy. She brags about knowing every head person in HISD and how she was hand selected to come to the district by Grier to do what she did in Aldine. She lies like a rug so I am not sure if she knows as many people as she claims. She also talks about how everyone knows her-I have no doubt in my mind that everyone in the district knows her. That is definitely true. The notion that she is revered throughout the district-absolutely not. Most principals avoid her actually.
And her excuse, I got caught up in all this Apollo nonsense does not fly. Blackshear is Apollo and Elrod is not. You failed at both.
Does anyone know where to find the Lexile levels for the STAAR tests. I have shown 9th grade samples to my college-educated, adult, friends and they find then difficult and in some cases outrageous. If we want children to be successful, why are we setting them up to fail?
Sorry for all the typos in my above post. I didn't take the time to re-read and edit.
Yes, it would be nice to have great new campuses, but I don't think the campuses with the greatest needs were even visited by the consultants (we need consultants to tell us about our own city?) And in addition, we should all vote no until we are assured we are getting quality for our tax dollars. Travis Elementary was renovated with bond money and within a year or two, I was walking backward in front of a group of children (elementary teachers walk backwards quite a lot to watch over their students) when I suddenly felt the floor slope underneath my foot! On the second floor! It was not supposed to slope! Had the ground shifted? The foundation? Was the second floor built without proper support? It was disconcerting to say the least! And there was a big waterfall leak out of the skylights until that was solved, too. We should all be reassured that we are getting every bit of our money's value before we vote for any bonds.
Why do all of you "Montessorians" feel the need to slam standardized testing? It is Texas state law that the TEKS be taught. The current Montessori program that is supported by the AMS does not contain the TEKS and this is what HISD is currently using. Standardized testing is a simple fact in public education these days and your child will be taking a standardized test to get into college. These tests are all related and if you child currently does poorly on the standardized tests that are given in HISD, they probably won't do well on their entrance tests for college.
This state has extremely low standards. Your curriculum can be taught to a pack of wolves if they just sit and listen. The parents that think their child might be super smart well I have news for you-your child might be average at the most. When children from this state attends college they fail miserably hence the 45 percent graduation rate by students from this state. Next teachers are poorly trained here. The universities need to do a better job along with the professional development department. Also this district needs to be broken down into smaller districts with their own superintendents. This district is just too large to manage as it is. Stop your leaders from awarding contracts to their buddies and friends. Rather give these contracts to qualified people. People who are honorable. Stop your leaders from hiring their relatives and best friends. They may or may not be great relatives and friends but it seems like they make horrible teachers and administrators. Your teachers do not stick together as evident here. Your headmasters lack social skills and professionalism. Your drop out rate is sky high. Why even operate a system when you have more kids dropping out than finishing. I have spoke with some teachers and principals here and some have yet to master proper English Language Conventions. Some teachers here speak as if they should be drug dealers. The cafeterias are filled with food that is turning your children into slobs and slowing down their brains. And who exactly is the boss-you have all these extra positions draining the system. A boss of a boss of a boss. These curriculum specialist people act as if it is a crime to ask them a question-maybe they are stressed, lazy, or just insane. Education is a science field hence the questions. Quite shame though. Buildings are in disarray. A real shake up is needed.
Wasting taxpayer dollars by Grier and his "enablers" on this board is just like a bad drug habit! They just can't wait for their next "hit/fix" and we the taxpayers must do what we teach are kids to do and that is to "JUST SO NO"! Let Grier, Paula, Larry, Manny, and Greg get themselves and their families/friends "high" on riches with someone else's bucks and NOT ours! Again, we need to stop supporting their "bad habits" and JUST SAY NO to their bond/money wasting proposals!
Oops! It should have read..."JUST SAY NO" and not "JUST SO NO". Sorry to all you spelling and grammar police ahead of time for this mistake. LMAO Just one more thing...seriously..you guys need to get over it already! BTW...no need to reply because again I don't care!
Who is Bellard connected to? Where is Winn and Topek? Will they return as administrators? Please update us.
Wilson was UNACCEPTABLE last year 2011-12 They found a glitch with ONE student in the ethic coding and that ONE student TAKEN OFF caused them to be allowed an ACCEPTABLE rating.
I mean 2010-11 School year.
So, let me get this right, these parents are going on and on about wanting a program where the students are not doing any better than any other kids in HISD. Why should we put more money into a program that has only an Acceptable rating?-wow, I see why the Elrod parents are up in arms. The kids are barely average in these Montessori schools. In my opinion, these parents just want something to distingish themselves from public education but too broke to pay to put their children in private school. Next. I was thinking the schools were exemplarary or something like that. Apparently the program is not working-the proof is in the rating. FYI I am not an Elrod parent, but those parents seem to have common sense. Enough to know that funds should not be funneled into a program that is not working.
It is great to see the Elrod community stand up for themselves. People are really backing them. They have inspired so many people now. They are practically the talk of Houston. Mostly because they have courage to stand up to the giant. These mothers are fired up and extremely organized in their efforts. They are demanding more from HISD which is what they are suppose to do. They are holding people accountable. People have commented about their ignorance, but in reality, they are the smart ones. I mean, lets face it, that person that said they were ignorant-you listened to them. You read their post. Just imagine how many more people are reading. Not really ignorant. Extremely smart actually. They are exercising their rights and from what I hear, people are listening. They have gotten someones attention. Great job with the push back parents of Elrod. Do your thing!!!!!!!!!! Excellent job.
What will Houston look like in 5 years, 10 years? It is already bad here. People are robbing, killing, raping. Well, greed is a major problem in this city. Educated people rob and steal and so do the poor and uneducated. The corruption here is unreal. It is so up in your face. Maybe people are blind. Maybe they do not care. The education system here offers absolutely no hope whatsoever. Thank goodness for Fort Bend, Katy, Lamar. These will be the districts that I seek for my children.
I'm so tired of reading so many comments regarding schools being rated based on their test scores. Do your homework: The testing is wrong & not relevant to improving student learning, is being pushed by testing companies for financial reasons, and is resulting in the continued decline of our schools (instruction based on teach-to-the-test, $$$ going to testing and private corporations who create and score the tests rather than towards # of teachers or building repairs/replacement, etc.)

I am disheartened that so many members of our general public has been so misinformed by the media on this issue. Anyone with any understanding of human learning and development understands then serious problems with the system of standardized testing that is now in place. The AEIS reports are practically worthless when it comes to helping the public understand the value of any school or instructional program in place on that campus. No time or space to go into all of the reasons why on this post -- but any informed educator (who isn't at the administrative level or "playing politics") can explain to you why the data is flawed.

Stop relying on test scores. Stop relying on state rankings. Stop believing the people who are pushing this harmful reform initiative.
Test scores are important. A student will not be able to get into college without showing some degree of intelligence. I would not want any doctor working on me that has not shown some degree on amplitude. Students should be assessed at least once per week. This will show the teacher and student what needs to be addressed. It does not have to be standardized but something. Yes, HISD has taken this to an extreme, but testing is needed. I want to know how my child is compared to other students and I want to know the quality of teacher and administrator that is in a school. We need accountability. We cannot afford to have our kids place 25 in everything. Reform is needed and we need to face that. HISD is going about it the wrong way-but yes, it is much needed. Reform does not mean being A**holes and testing kids over and over again getting the same results. Reform is setting high standards, hiring the best of the best-superintendents, principals, teachers, and aides. It is working together and not against each other. Reform is teaching parents how to help as well. Reform is getting the very best curriculum, computers, facilities, training.
What HISD rezoning as part of the bond and potentially moving Bellaire High School??? and using the bond to implement the magnet analysis results??? Please do tell us more... you are just teasing us...
@Wow No one is saying that assessment isn't important. However, the current testing system is flawed and does not accurately reflect student learning. Yes, students should be assessed regularly using a variety of assessment methods -- in education this is referred to as formative assessment and is part of the learning cycle. These high-stakes tests are summative and do not work as part of the learning cycle.

You end your post with some very important points about "reform" that I do agree with -- unfortunately, the powers-that-be (and the superstar education "reformers" that the media love -- Michelle Rhee, Bill Gates, etc.) don't understand anything except testing, firing all veteran teachers, and creating turmoil, turnover, and charter systems.

There is a difference between reform as defined by the superstar education "reformers" and real improvement in student learning.

You also say that you want to know the quality of the teacher and administrator in a school -- unfortunately, these tests and HISD's teacher evaluation system do not tell you anything about the quality of any of the professionals in any school building. There are many reasons why this is the case, but the easiest explanation is that the data that they begin with is flawed and the formula and system are very questionable.

Additionally, I would suggest that rather than wanting to know how your child compares to other students you would want quality information on how your child is progressing by comparing their current work to their previous work rather than comparing them to other students. This can be done much more comprehensively through the use of a portfolio of their work. Yes, that portfolio may contain test scores, but I would never rely on test scores alone to know how well any child is doing. Examples of student work are much more reliable -- especially when you can examine a body of work produced over time to see the progression and improvement.

There is a huge difference between the kind of high-stakes testing we are subjecting our children to and the credentialing process that doctors undergo in preparation for their careers.
All of this TESTING needs to STOP............... The teachers already give assessments to their students, why aren't those results good enough? Sounds like HISD and other district don't trust the teachers whom they have hired to TEACH!!!!!! Since, hisd and other districts say that they only hire highly qualified teachers for every class, why don't they trust them? Sounds fishy to me!!!!!!!!!!!!!!!!
These tests are not that difficult. They are basic skills tests that can be passed with some degree of knowledge. I do not think there is anything wrong with testing students. It shows what they know and where they need to go. It sets up accountability for the program and the teacher. I dont thing teachers need to be fired or given raises according to scores, there are way to many variables and that makes it unfair. Principals like to trap teachers by assigning them low performing students just so they look bad. There are many unethical practices that are going on around testing and I don't know when people are going to see that is the real problem, not the test.
I would really like to know why HISD would allow an ineffective principal to evaluate teachers. This is unfair. Linda Bellard should not be allowed to put one word in a teacher's portfolio until she brings her leadership skills up to par. She has absolutely no understanding of the latest teaching strategies. She is allowed to put dumb stuff on evaluation and human resources accepts this type of ignorance. For example, teachers were deducted points for not telling coworkers to come to work on time. Last I checked that should be her job along with her million coaches that does not have any additional duties. How many schools have four coaches? Furthermore, what is the point of having an evaluation system that has 4s when you have a principal constantly telling you that you will never reach that level? Ann Best please get rid of the 4s since the great leader Bellard has made these modifications. This new evaluation was probably a good thing but Linda Bellard and her coaches have turned the entire evaluation paperwork into used toilet paper. I have seen evaluations with absolute garbage on the feedback forms. Why should a principal that should be on a growth plan evaluating teachers? This is very disappointing and discouraging. I have never wanted to quit teaching until having to work with this woman. I thought I would teach for years but this woman has single handedly changed my plans. She has complaints from teachers, parents, aides. I mean HISD had to look long and hard for this woman. You would think that a principal would like hard working teachers-but not this one. She despises them. She went out of her way to run off good teachers. Why is this woman still allowed to report to work? I hope that HISD understands what this woman's lack of leadership skills is impacting learning. I hope HISD is really looking into the bullying situation and how this woman is ruining people's careers. It is not right and someone needs to stand up. History has shown us what happens when a bad leader is put into a position. The climate at Elrod must change. Teachers left because of the treatment and the environment.
Have any of you ever questioned why Grier wants this bond to pass? Think about it. He has created a hostile, toxic, and unstable environment for HISD’s students, parents, and teachers. He brought his peons from outside and promising them with lucrative careers. He is getting rid of veteran teachers instead of promoting them. They are the ones who have been with the district for quite some time; know HISD’s culture, communities, and have years of quality teaching experience. As for some that say universities are not preparing teachers, you are mistaken. Universities are doing a great job preparing teachers. They provide training with lesson planning and creating assessment using the Texas Essential Knowledge Skills (TEKS). Before you graduate, you are required to do one year student teaching with a veteran school mentor and supervised by one of your professor. If you are not cut to be a teacher, the university will recommend that you seek other alternatives. Unlike the for profit alternative certification institutions, they could care less if you are fit to teach or not. As long as you complete your minimum basic training and pass your certification you can be called a classroom teacher. Getting the drift?

Mind you; the board renewed Grier’s contract for one year. His time is running out. If the bond passes, he has made it his legacy. Now he can do what he did in North Carolina and San Diego. Make a clean exit and screw Houston tax payers out of millions. Also, remember the last bond that was passed? Many schools have yet to see any of the money promised to them. The only improvement that they probably received was video cameras installed throughout the school if they didn’t have them yet; and if they did have them, they were provided with shoddy repairs or paint jobs from board member’s expensive contractor friends. That is the reason I am having a hard time with this bond.

Get rid of all administrator and their incentive pay: Chief Executive Officers (make approx. $180,000 and +/- $20,000 incentive pay), School Improvement Officers (make approx. 120,000 and +/- $10,000 incentive pay), TDSs (approx. $70,000 and +/- 10,000 incentive pay) and use that money to make quality repairs to schools that need them most. I could go on and on, but I know you get the picture. I am not endorsing any one particular school but ALL schools. EVERY school deserves to have a stable, experience, knowledgeable leader that supports and respect their teachers, parents, and student. Ever since this joke bond was brought up by Grier, I have made it a point to drive to as many HISD schools and have found that some are blocks away from each other. Also, there are so many empty HISD buildings that once use to be schools but are now a waste of tax payers’ money. I definitely think you got the drift on the present HISD hostile, toxic, and unstable environment.

EVERY community has their valid concerns regarding their child’s school. Instead of bashing each other’s schools and programs, why not unite to support each other. After all, we are in this mess together and want what is best for our children. Different concerns, but in the end it’s about the future of our children. Do like I did, take the time to drive to as many HISD schools so that you can get a visual idea of the surrounding community. I also drive around neighboring school districts to compare how our schools fair with our district. I have come to the conclusion that maybe it’s time for me to move. Other districts seem to know how to actually manage tax payer dollar and schools.
I hope they do something for this school. We are tired of getting bit by insects. The health authorities should be called. We all probably have cancer by now. Oh well.
One question....where in the heck are these so-called union leaders when all this mess is going on within the walls of HISD? Why hasn't there been a class action lawsuit filed with the state and federal DOJ's and EEOC's for the continual discrimination and forced retirement, resignation or in the end termination against mostly veteran teachers as well as others , harassment of teachers, bullying of teachers, and the list could go on and on??? This has ben occuring since Grier wss hired and every year it has gotten worse! As stated before, these leaders are making up crap and downright lying on state documents/evaluations and getting away with it by this administration! Someone needs to file a lawsuit and get the state and feds investigating just what the heck in being allowed to go on in this district! SO hello Unions???? Get the ball rolling here before your the next ones on the unemployment line because there won't be any teachers left to join your organizations! And you wouldn't have to look to far for complaintants to sign on to your lawsuit because everyone that haas been wronged by this administration in one way or another will come out of the woodwork!!! Again, union leaders.....where are you!?!?!?!
@ Mixed Emmotions You are exactly right on with your post! I hope others are wise enough to follow your lead and investigate on their own and start asking the RIGHT questions and STOP taking what they read in the Chronicle or hear from HISD as the gosspel truth! Again thanks for a great post! )
I have decided that the union is a waste of money. Teachers have been fired without due process and they sit around and do nothing. Complaints have been filed to numerous individuals about the crap that is going on at Elrod and nothing is being done. The union is as helpless and anyone. They sent that survey out only to get teachers in trouble-like what happened at Elrod when teachers did speak up. THE UNION IS A WASTE. They were so busy going after bull crap claims when we need them they really do not know what to do for real situations. Stop giving your money to the union.
Not Joining the Union As a nonmember the union can not assist you. Why should teachers join a union? • To have someone to turn to when you have been treated unjustly • For backing and legal assistance • Because unions advocate improving our standard of living • Unions fight for public education, smaller class sizes, and fair compensation for us. Who will come to your aide if you do not belong to a union? No one! Rest assured your principal will not confront you one to one he/she will have several people with them when they call you to the office. I stand with my fellow teachers and ask you to do the same, unite with a union. You, should join the American Federation of Teachers before the beginning of this school year.
HISD SCHOOL BOARD TO VOTE ON THROWING AWAY $1.4 MILLION ON TESTING COMPANIES THIS THURSDAY!

EMAIL, SPEAK, ANYTHING TO STOP THEM FROM THROWING GOOD MONEY AFTER BAD!

THEN THEY WILL HAVE TO CLEAN UP THEIR ACT BEFORE ASKING FOR BOND $$$.
The problem with hft is they are pretty limited in what they can do being as Texas is basically a non union state for teachers. But I must say in my dealings with them it depends on the union rep you get. Some are really good and some suck big time and need to retire asap.
Yes the unions and HFT are limited to what they can do. BUT with what HISD is currently doing to teachers and their many of THEIR members, with these F'ed up principals, they need to STOP playing with HISD and start bringing lawsuits on behalf of their members and others! With all the discrimnation, harassment, bullying, and downright lying taking place in HISD the past few years there IS a class action lawsuit in there somewhere or are they just letting HISD do as they please as they sit by watching their membership roles dwindling? Bring in the "big" guns and guys from the federal offices and since Grier and his minions like to play games...let the real game s and investigations begin! Again where are the unions???? Hello? Hello? "chirp" chirp" Hellllllloooooooo......
I have noticed after moving here that HISD has a serious problem with de facto segregation. It is clearly visible. There are clear lines. Schools that are populate with white students will most likely have white teachers and a white administrator. These school will do decent and the teachers will pretty much look as if they are doing a great job. Now there are the schools where you have Hispanics and blacks. Well the teachers will probably be black and Hispanic. The students come in at least two years behind. The teachers are expected to do miracles. Parental support is at a minimum. Furthermore money is not properly funneled into these schools and the PTO is not at all established. Then, these kids have horrible things going on in their lives which includes but not limit to murder, molestation, domestic abuse, gang activity, drug use. Role models ate few and far between. Many of their parents are children themselves. Now black and Hispanic teachers are considered horrible teachers because they cannot produce test scores at or above grade level. None of this is taken into consideration. I am black and can never really relate to my students. I was never raised in the environments. De facto segregation has it's effects. Hispanic and black teachers are being told they are not good enough. That is just not true.
It is alarming what I have seen from the black population. I am black and I must say-the situation for our children is alarming. The children come in not knowing how to write their own name. The barely know how to write. They speak broken English and yes they read two to three years below grade level. I might see these kids parents on the first day and not much more after that. These students come in with little experiences in the real world. If I didn't know better, I would definitely think that some of these students should be slated for special education. So I can easily see why so many teachers might refer them to special education. Tracking down the parents can be a tiring task and at one point my principal recommended a home visit-sorry not going to happen. I feel extremely sorry for this group of children because they are not much better than the slaves. These kids will make minimum wage if that and produce children on that same level. The parents come to the school when there is a party or a trivial complaint like milk on a shirt or something like that. Homework is turned in hardly never. Then it is frightening how the students treat each other. I had one white student in my class and she was never cruel. The majority of the black students were cruel and said hateful put downs on a daily basis. These kids would tease the smarter African American kids until they started to not do any work. I hope no one is offended but this is my reality.
Well looking forward to getting jumped in by the leadership team for the upcoming year. Elrod crips, I mean the leadership team, reporting to work.
I feel very let down by HFT and have decided to join a different union where I hope I will be better represented.
I am speechless with those STAAR results. I think that districts across the state should have fought to keep TAKS in place for all students from 4 grade and up since they started school taking TAKS and that this years 3 grade should have started with STAAR to make it more fair for those who started the educational career with TAKS to finish with TAKS. However, everyone is lining their pockets with student standardized tests. It's ashame!!!!!
It is clear that the Apollo 20 experiment is not working. Stop it now!
To DF Segregation... You are espousing the very stereotype that is dangerous to all elements of society. Have you ever been in the schools you think are so different from the others? the schools you call "all white" schools? Only 7% of the district population is white and they are dispersed throughout with some pockets larger then others. BUT! if you think for a second that the issues you indicated are not prevalent in these "all white" schools you definitely have blinders on. In just the last 8 years I have had "white" students that were orphaned, kicked out by any kind of relatives, strung out on drugs, drunk during the school day, raped and molested by relatives, put out for prostitution, burned out of their apartments, lived in a car and the basement of an office building downtown... oh and I can go on. You would be amazed at the school I am at, its one of the top that is always assumed to be white and wealthy! Got news for you... you need some glasses! That "white" community has lots of issues to deal with too! To see the way so many young people survive is a real sad commentary about this entire society!
Toreality is......give the DF a break and have you ever been in her shoes better yet one of the schools she is talking about? So let's just say you both have your points and go on our way! BUT I to know where she is coming from after being in a school on the south side that has been neglected for years while the westside had more and received more in years past! Maybe today it is a little different for you but the same old thing for the rest of us! Poor is por no matter where you are in the district BUT the deciding factor is the parents and their involvment which we get very little to none!
to reality yes I have worked at an all white school and the problems you mentioned maybe two out of twenty per year. When you have at least 13 out if twenty serious issues like mentioned above then we have a problem. I have been bitten, kicked, inappropriately touched, and told to suck a fat d*ck. I have been told that my family would be killed. I reported these incidents to the principal only to be told-they are only kids. Do a behavior contract and proceed with positive reinforcement. My head hurts everyday. This is no longer my passion anymore. These deadbeat principals cut the counselors to save money when teachers are getting beat down. This is the elementary level I would hate to see what is going on at the high school level. Reality have you ever said good morning to a pre k student and he replied f*ck you
And next year those scores will be on teachers. I have a mortgage, student loans, car notes, and tons more bills that still have to be paid. Now HISD is telling me I will loose my job, which in turn will result in other things being lost based on test scores of kids I know will come in two or three years below grade level. Looking at the Staar results the kids are already behind.
Who is responsible for hiring Linda Bellard? Can someone please let us know the answer to this because none of the parents that we know of sat on this hiring committee. This woman doesn't have a clue.
Race has little to do with the behavior problems in all of today's schools. Children are being taught at home that they are the one and only shinning star and that they do not need to respect any adults but to question their authority. I don't care what race you are, I have seen this problem across the board, whether it be in the suburbs or the inner city. People are teaching their children to only embrace instant gratification and oh heavens if you have to sit for five minutes you might get bored!! Plug them into portable movies and video games rather than talk to them or interact with them. What are they supposed to do when they get to school? They aren't used to sitting for five minutes without being entertained. And the open disrespect for adults...I could go on..
Grier cannot afford to fire any more teachers...good or bad test scores next year. There is no one left to hire.
TAKS scores for Apollo Lee are horrible. This is Grier's answer to getting rid of all the teachers at Lee? This is Grier's answer by placing TFA in all important positions at Lee? This is Grier's answer to appointing Davila as SIO? All that money, all that heartache, all the ruining of careers, all that cruelty and what was the outcome? Miserable TAKS scores. Shouldn't Davila be demoted instead? How is it she got all those bonuses? For THESE TAKS scores? Isn't anyone complaining?
When I went on the HISD blog about hiring teachers, I am just wondering why the comment section of this blog has been closed? Any ideas??? LMAO
What is HISD doing for its African-American students. STAAR results are very, very discouraging. Grier's plan isn't working.
OMG ... I keep hearing great things about Dallas Dance from folks in Baltimore. He is making changes and doing it the right way. Damn, HISD messed up letting that young guy get away.
Hey True Leader! Ever hear of the honeymoon phase? Many were swooning over TG when he first got here and some clueless rich people even gave him money for Apollo. Time will tell. Brag about Dance once 2 solid years have gone by and THEN we'll listen.
Kids are being unfairly labeled as special Ed at Elrod. It is a problem that needs to be addressed. I was told by a teacher at Elrod to seek a second opinion-please. The teacher informed me that this is the only thing this admin knows when a kid is struggling. The teacher said that all interventions should be tried. Also the teacher said that the timing is off. Why wait until March/April to say-we want to test your child for special education? At Elrod the catch all seems to be special education. The teacher basically said-some people just do not want to put in the work. The teacher was adamant that I seek a second opinion.
Mark Smith is relieved that he has helped Grier rid the District of its institutional history. There are very few people left around who remember his less than stellar leadership when he was a Principal at Anderson ES and Welch MS. And at the time, these two schools were not nearly as challenging as some of the schools principals lead today. And now he gets to tell others how to "do it?" I don't think so. People in positions like these should have proven track records for success. How can you lead others where you have never been? Mark Smith is another poor choice by a Superintendent who is clueless about identifying the right people for the right jobs.
Oh yes, this school is notorious for labeling students inappropriately-ESL, African Americans-definitely. The IAT system is definitely abused. Teacher's jobs were threatened if they spoke up. I have witnessed this one myself. Teachers were slipping phone numbers during the ARD meeting of services and other schools that might be of assistance to parents when the administrator stepped out. Parents were calling teachers at night asking for the real deal and assistance. Teachers were basically meeting parents at coffee shops to get the parents the help that was needed. Refer em is the slogan-especially close to testing time. Linda Bellard allows all of this to happen. Refer em
Please let that be a horrible joke. How could any educator want standards to be lowered? For many students, high school is the only place they will take an economics class and Grier wants to take that away! What is going on in Terry Grier's head?!
I am happy to say that there are teachers at GOLFCREST who do enjoy working at the school. In fact about 20 of us have been working on the school vision for next year. Some teachers who left may have been unhappy with the expectations of the teachers, but I feel that the expectations that Ms. Cisneros puts on her teachers are appropriate and professional in the world of education.

If you are a teacher who has blogged on here from Golfcrest and you have spent time blogging about how unhappy you are at the school, it is unfortunate that you either did not apply for other jobs or you were not accepted for other jobs. If you were not hired for another job you may want to take a closer look at how you present yourself. I know other teachers who chose to move on from the campus who were successful in finding jobs so I do not think that Ms. Cisneros was a factor in their interviewing process.

Since bitter teachers have not posted lately I am hopeful that you have all moved on to a different campuses.

From your postings here would be unfortunate if you remain on the campus. Parents will be sending you their children with the understanding that we will be doing our best to educate their children. I worry that the children in an unhappy teachers classroom would be affected by your bitterness of the teacher.

Many of us are happy with the leadership at the campus and if you are not, please find away to move on. If you are unable to find a different job and you return, please return as a professional keeping the children in mind.
Well it seems as if Golfcrest has a lot of teachers inboard whereas Elrod has hardly none. From what I have been reading about the Golfcrest situation, it seems as if the principal has brought a lot to the table for the students. With regards to the Elrod situation it seems as if the principal did not bring anything to the table nor has no desire too. It seems ad if the Golfcrest principal is in this thing for the long run while the Elrod principal is in it until she reaches retirement age. If a principal is willing to meet with 20 teachers to gather a vision then that seems like a strong leader. Golfcrest you could have the Elrod principal. It seems like the entire staff left that place. Plus it seems as if there is not a clear direction. The situation at Elrod is in dire need of reorganizing. If the Golfcrest principal is fir the kids-try with her because you could always have the Elrod principal and it doesn't sound very promising.
It is so obvious why Dr. Grier wants to lower the graduation requirements: to boost his resume. He was all over the news lately about how all of his initiatives have reduced the dropout rate and increased graduation rates. (As if he were the only Superintendent who introduced initiatives.) He wants to increase his bragging rights; he does not care about the kids. Judging by the blogs in the Chronicle, no one bought his "cooked up" numbers. I sure don't.
Can you find out how much Mark Smith will be making now? He is cold, calculating and loves to close schools. He sits in his office and never has to face the parents and the kids who suffer from his aloof decisions. What is the going price for a heartless hatchet man these days?
Golfcrest, seems like your leader is including at least 20 teacher to help work on a school vision for next year. Elrod has…….wait……let me count. I am sorry for taking a while…….I am still counting. Oh I got it – two administrators – Bellard and Vanegas. And if you get a hold of last year’s School Handbook, it will make you laugh. It is full of contradictive directives, redundant and conflicting information, questionable directives and procedures, and to top it off, the grammar and sentence structure is inexcusable. So Golfcrest, at least you are getting a chance to have on input. At Elrod, no matter how much input teachers provided, in the end it is always her way. Towards the end of the school year, she picked a few yes teachers to fill out a survey in secret so that other teachers would not know what she was asking. How we know, some teachers were asking, “Did you agree on some things in the survey?” And when we asked them what they meant by that, they would respond, “Bellard did not ask you to fill a survey in her office?” The woman is SHADY, breaking law left and right; top to bottom and she is still employed. I guess it will eventually get to her.
@Glad to be Gone, I am sorry about what is happening at Elrod. It seems as if the district does not care. When I asked my friend about her, the teacher basically said-No Comment. This woman did the same thing at Blackshear. She is like a tornado, tearing up everything in her path. She tries to be nasty and on top of that she has memory issues. She made some horrible comments about people with disabilities at the beginning of the year-giving an example of a substitute teacher on her campus that had a disability. She went on to say-"I got her off my campus. She could barely pick up her purse." Then, she went on to demonstrate the disabled woman's movement. I was like WOW. She goes on and on about how the teachers at Blackshear were lazy and incompetent. Now the teachers at Elrod are lazy and incompetent too. But no, it is not her. It is everybody else. It is the Apollo, Climate in HISD, Lack of money, Dr. Grier, the Union, Society, Rick Perry, the Board, Bilingual Education, Cafeteria food. She threatens jobs on a regular. She sends out 50 emails per day almost. Why not walk the campus rather than email? Then you have these loony toons evaluating people. I mean, they have not seen the walls of a college classroom since 1980. This administration is a joke. But it shows you just how much HISD cares about poor minority students.
To the teachers at Golfcrest, have you ever thought that maybe, just maybe your Princess figured out what she was doing and being called on the carpet for and asked the Wizard of Oz for a heart and a brain? Hopefully she got the "wake up" call after she read what was said about her and decided that she did NOT want to be that type person! God can only hope she has changed, but only time will tell!?! But for all involved from teachers, students, parents and the entire community again I hope you're right and not just another rearend sniffer!?! Good luck to ya'll!
I watched Waiting For Superman for the first time. I was sadden at how the small kids knew that the system was failing them. It was sad to see tears in the kid's eyes as they hoped to get into another school with the lottery process. Their only hope for a quality education was based on their number being selected. Their hope did not lean on the public school system. I have seen just how public education has failed children within this district. The quality of education at schools like Elrod only does a disservice for our children and our communities. The administration just do not understand that they are hurting societies most vulnerable people. There were some very dedicated teachers at Elrod that wanted to see change and reform. The leadership at Elrod has been subpar for years. Every two years or so, we are promised a great leader and yet year after year we are given-thief, reject, and now just plain ignorant and incompetent. When teachers had ideas she would say-I am going to be the devil's advocate here on your idea. She would go against everything. Teachers were volunteering their services after school and during their breaks to help kids and this woman pushed back on everything. With Elrod's story, you had an amount of teachers that wanted change and high standards but the leadership that pushed back on everything. Some of the very best students left Elrod because the parents said-I want better for my kids. The principal and her admin team are the main factor that prevents change. Elrod needs a new administration. It needs a principal that has a proven track record of success. Elrod needs a principal that can provide instructional support unlike this current principal. Elrod needs a leadership team that will listen to parents, students, and teachers. If these leaders at Elrod were put in a classroom they would fail miserably. These "leaders" do nothing most of the day. They are extremely negative and toxic. They do not provide any support. Teachers have asked for support and training-but none has been given. This principal is against everything that the teachers come up with. Normal principals would want teachers like this on a campus, but not this one. All those hardworkers were immediately picked up by other schools or accepted into prestigious university programs. The students suffer. I say all this because the kids are really suffering because the leadership has gone from bad to horrible. I hope and pray the kids from Elrod gets something done fir themselves. Elementary education is the building blocks and the foundation. The kids at Elrod will have a weak foundation if this Cycle of Week leadership continues. The Elrod neighborhood needs a strong leader that sets high standards and not a leader that is just waiting on retirement. Or it needs KIPP since this entire situation is being ignored. Ignoring this problem will not make it go away. Ignoring this problem is only making the situation more dire.
"Waiting for Superman" doesn't mention a few things: -most charter schools aren't doing that much better than public schools -Check out "Charter School Scandals" to see how much tax $$$ these schools are taking for their "founders" -KIPP can kick your kid out at any time -KIPP likes to "humiliate" children by "benching" them until they behave (but I've heard that the behavior isn't much better) -KIPP teachers burn out and leave much more than other teachers -KIPP doesn't use substitute teachers, so once the teachers get sick, they have to take the others' students. Have heard of 150 students being managed by one teacher

Don't wait for Superman. He's a comic book character. Keep pushing HISD to give you your tax money's worth and fix your school!
Charter schools are a scam on the American public. They are just a way for big business and crooks to get money out of the education system. Your child is not going to be educated in them. The majority of the teachers are not certified and underpaid. They are put on at will contracts and bullied. You think the teachers in HISD have it bad! I am a teacher and I would work at Walmart before I taught in a charter school. They are not the answer to anything. There are con artists making millions off of these schools, cramming tons of kids in a classroom and lying to the parents and telling them their child is doing better. They have no accountability so therefore it's real easy to lie to people. Of course politicians like Dick Perry want you to send your child to them. He wants your children to be ignorant and uneducated so that there is less competition for his children for jobs. Easier to scam people when they have no education.
I am tired of the Elrod problem. My kids will go to Kipp. It cannot be as bad as this. I called and they immediately called back. Elrod never calls back. So right there is something.
Yes Elrod has major problems with leadership-there is no doubt about that. Very dysfunctional. Getting dry erase markers is a major endeavor. Other schools and districts stole a lot of the talented teachers offering better facilities and stability. Plus there is the fear that Elrod cannot continue on its current path. It will be taken over by the state or even closed down. They left because things were getting worse.
Promote this woman, do whatever you have to do to get her out of the direct path of students and out of the lives of younger teachers. She is an evil woman that enjoys inflicting hurt on people. She rewards incompetence with promotions. She targets African American women and hispanic males for harassment. She is threatened by anyone that has a clue. She is unable to see the whole picture. She relies on the coaches-which came to Elrod with a reject principal. They are lazy as hell and lacks proper communication skills. Word in the street is that HISD wants failure at Elrod that is why the district sends these fools in to tear mess up any success so that the community would have a reason to close the school down. Well we have tried everything time to close the doors. The homeowners have been complaining.
And who is the leader of HISD? Is there team effort? Or, is it "them" against "us"? What would change the great discontent in a toxic school district? New leadership.
1. Magnet funds used to pay salaries of coaches that get paid about 60,000 to show staff members how to use foldables and occasionally pass out unifix cubes. 2. Staff members running away from the school like stray cats. 3. Parents aren't allowed on campus. 4. Permanent subs on campus 5. No PTO 6. Feces on restroom walls. Reported it to teachers. Teacher cleaned it up. 7. Smoking in restrooms 8. Bullying, teasing 9. Principal fails to return calls and emails 10. Horrible pick up system 11. Fighting in neighborhood 12. No enrichment programs or counseling services 13. Broken furniture and computer
Hey I hear there is a real circus coming to town. Maybe Grier and some of the clowns over at West 18th along with many principals can findly put their true talents to work!?!?!?!
Golfcrest is a sad sad plac. Who tries to get rid of a poor old lady who loves her job and is good at it to replace her with one of the principals buddy. Good luck Ms. A!!!!
Golfcrest principal supporters you obviously haven't not in her direct path. You're safe so you son't worry about someone ruining your career with that ridiculous new appraisal instrument. Most people are good. I'm sure she is not all bad, but even if one person is under attack, she's wrong.
Editor, I would like to know if it is a unanimous decision among school board members that the past President of the board should continue to have her BF awarded more contracts. Is there any member who does not agree with this decision? In this continuation of "my BF gets the con$rac$s how is this impacting other companies who have placed bids and will never see the light of day doing business w/HISD because of this sickening cronyism. This no different then relatives or family friends being awarded schools to run when clearly these folks are inept and have no business in education, let alone being head administrator. Thank-you.
In Westbury High School, Ms. Brooks Frances rather to talk that her husband can go and have children with other women instead of working. She is "altarnera, mentirosa y, floja" As administrator her only work is talk and say "no" to most of the questions like the principal. No positive tone, not proactivity.
